From Village To Community:the Study Of Community Governance In Context Of"Village-to-Community"

The community is the cell of society and the basic unit of people’s life. With the progress of China’s economic and social development, it speeds up and deepens the process of urbanization, involving in the majority of the rural areas. Those rural communities in the city have few differences with urban communities whether in the economic structure, industrial structure, or in the production life of the residents. On the other hand, these communities vary in the management system, land property rights and ownership structure. The contradictions of urban and rural institutional structures in these places are especially serious. In order to balance urban and rural development gap and eliminate the obstacles in the urban and rural integrated development process, many villages and peri-urban villages "village-to-community" under the guidance of the government.From the acceleration of urbanization and social transformation, This paper is analyzing how the non-agricultural rural communities changes under the influence of urbanization, referring to the main research objects-"Village-to-community" communities and community governance.Firstly the article introduces the background and significance of the implementation of the reform of the "village living", that economic development, the deepening of the process of urbanization, the co-ordination of urban and rural development are the social background of "Village-to-community". The purposes of "Village-to-community" plan are:(1)break the shackles of the urban-rural dual system;(2)rationalize the grass-roots community-based management system;(3) improve community governance structure;(4) extend public community service and promote the participation of multiple subjects Sharing.Secondly, according to the empirical study and governance practice analysis in Nanhai District, the author starts from the unique nature of the community "Village-to-community", including the geographical environment with the combination of urban and rural areas, the semi-urban transition, and the floating and complex population, the complexity of the community management. then analyze organizational systems and governance structure of the " Village-to-community "community and the present plight of the grass-roots community governance on account of the not fluent grass roots’ management system lack of trust between the community residents, lack of community consensus norms, the breakage in community relations network, the participation in insufficient between community residents, Summarizing the practice of reforms and governance initiatives, including innovating community participation mechanisms, promoting the participation of multiple subjects sharing; transformation of government functions, nurturing society organizations; improving community services system and creating urban and rural integrated community; the development of community culture and education to enhance the soft power of the community.
