| With the promotion of social governance innovation and the continuous emergence of rural governance problems,it is obvious that the government alone cannot cope with the complex governance environment,and this realistic demand has created a unique environment for the construction of township social work stations.At the same time,the pilot construction of township social work stations in other parts of China highlights the outstanding advantages of township social work stations in participating in grass-roots social governance and improving people’s livelihood services,and the policy documents of the Jiangxi Provincial Government on the construction of township social work stations have also been issued one after another,and the five-year plan for the construction of township social work stations has been carried out throughout the province.Taking the construction of the township social work station in X County as a case,through participatory observation and structural interviews,this study observes what measures the government has taken in the process of implementing the policy and resources of the township social work station,what kind of action strategies have been adopted by the undertaking agency of the township social work station,that is,the social work service center,and how these action strategies affect the construction and final form of the township social work station.Based on this,the main questions addressed in this paper are: What is the relationship between the government and social work service centers? What roles did the two play in the construction of township social work stations? In this process,what kind of pull and game has occurred between administrative and initiative? What kind of impact will this kind of pulling and gaming have on the township social work station?In the past,the research on township social work stations paid less attention to the action strategies of social work institutions undertaking the construction of social work stations as the main body of project implementation,and the theoretical perspective of "collaborative governance" did not have appropriate and explanatory power for social work institutions with insufficient professional ability and strong autonomy.Therefore,based on the explanatory perspective of "structure-action" interconfiguration,this study uses qualitative research methods such as participatory observation and non-structural interviews to construct an analytical framework of pull and integration.This paper first summarizes the basic situation of the construction of township social work stations in China,and introduces the institutional environment for the construction of township social work stations in X County,including the policy system and the practical framework of government resource input.Secondly,in the process of building the township social work station in X County,the pull and integration between the social work service center and the government are discussed.Finally,with the help of Giddens’ s theoretical framework of "structural duality",it explains how structural factors cause conflicts and how action factors can be dynamically integrated,and describes what kind of form township social work stations eventually take under the action of "structure-agency".In the process of construction of township social work stations,although there have been conflicts between the government and the social work service center,due to the role of key figures,the responsibility of assessment,and the dependence on resources,the township social work stations have been actively embedded in the government’s work system to enhance their "social legitimacy",form a "semiembedded cooperation" form with the government,and adopt the talent training mode of "learning while doing" to form a semi-professional and semi-administrative "halfofficial,half-citizen" organizational form. |
