Absorption And Embedding:A Study On The Localization Development Path Of Township Social Work Stations In Ethnic Regions

With the promotion of township social work stations throughout the country,the construction of township social work stations is in the ascendant,presenting a variety of development models.As an important carrier and platform for carrying out social work services,township social work stations play an important role in integrating social resources,innovating township social governance methods,and promoting the localized development of social work.However,compared to advanced or developed regions,due to its unique ethnic,closed,and regional characteristics,the development of social work in ethnic regions is relatively lagging behind.There are some problems in the construction of township social work stations in ethnic regions,which has brought serious challenges to the localized development of township social work stations in ethnic regions.How to promote the localized development of township social work stations in ethnic areas,improve the grassroots governance effectiveness of township social work stations,and assist in township revitalization? It has become an important issue in promoting the construction of township social work stations in ethnic areas.Based on this,this article takes the social work station in S Town,L City,Guangxi,as an example,conducts in-depth field research,and attempts to use the theoretical analysis framework of absorption and embedding to conduct research.Through literature research,field investigation,and induction and deduction methods,it collects data,analyzes the dual interaction process between the social work station in S Town,grassroots government,and social work institutions,and analyzes the plight of grassroots social governance in the process of urbanization development of township social work stations and its underlying causes,In order to explore the localization development path of township social workers in ethnic areas under the theoretical framework of absorption and embedding.The study found that township social work stations in ethnic areas are facing difficulties and challenges in grassroots governance during the process of urbanization.The first is the dilemma of political legitimacy,and the identity of township social work stations faces an embarrassing situation.The second is the dilemma of service professionalism,which limits the professional ability of resident social workers.The third is the resource endogenous dilemma,and the endogenous kinetic energy of social work stations is insufficient.Further research has found that grassroots governments have indirectly endowed social work institutions and social work stations with political legitimacy while enhancing their effectiveness in participating in township grassroots social governance through the administrative absorption of social work institutions and social work stations;Through professional embedding in grassroots governments and social work stations,social work institutions can gain political legitimacy for their participation in grassroots social governance while enhancing the professional service level of their resident social workers.Faced with the dual interactive pressure of the administrative absorption of grassroots governments and the professional embeddedness of social work institutions,township social work stations have promoted the local development of township social work stations in ethnic areas by integrating local development strategies,making them both administrative,professional,and social.Therefore,in order to promote the localization development of township social work stations in ethnic areas,this study proposes three feasible paths.One is the localization of policy systems to enhance political legitimacy.Promote through strengthening the top-level design of the system for the development of social work stations and establishing institutional norms for the operation of local social work stations.The second is the localization of social work institutions to achieve social service.Promote through the integration of administration and specialization,as well as the integration of social work theory and practice.The third is the localization of social worker talents to enhance their professionalism.We will start by exploring and cultivating local social worker talents,and strengthening professional knowledge supervision and training.Through the above research strategies,we aim to promote the integration of administration,specialization,and socialization in the process of administrative absorption and professional embedding of township social work stations in ethnic areas,and promote the localized development of township social work stations in ethnic areas.
