Exploring The Practice Of Professional Social Work Participation In Community Governance From The Perspective Of Embeddedness

In April 2021,the Opinions of the State Council of the Central Committee of the Communist Party of China on Strengthening the Modernisation of the Grassroots Governance System and Governance Capacity clearly defined the need to innovate the community and social organisations,social workers,community volunteers and social charity resources The linkage mechanism.Professional social work,as one of the important subjects in the "five community linkages",has played an important role in China’s community governance pattern by virtue of its professional value concept of "people-oriented,helping people to help themselves" and its precise and meticulous professional practice.However,how professional social work is involved in community governance,what kind of governance effect it can produce,and how it can better play its role in governance,still need to be sorted out and analysed at the level of practice.In this paper,we observe and analyse the practice of professional social work in community governance in D of Y from the perspective of embeddedness,based on S social work agency,through a field survey for more than three months.The results show that professional social work has been embedded in four levels of governance dilemmas in community D,namely institutional,relational,service and model,and has been effective in solving residents’ practical problems,meeting their needs,increasing their participation,strengthening community integration,tapping community social resources and reshaping residents’ social support network,but there are still inequalities in the status of governance subjects,lack of social work talents,inadequate professional capacity,and lack of social workers.However,there is still a development dilemma of unequal status of governance subjects,lack of professional talents,insufficient professional capacity,serious service indicator orientation and tendency of professional establishment.Therefore,the author proposes four suggestions to address the dilemma: empowering social work through the leadership of party building,expanding the localisation of social work professionals,promoting the localisation and transformation of social workers’ professionalism,and implementing "indicator +participation" evaluation for community governance projects,with a view to further solving community conflicts and problems through the embedding of professional social work in community governance and meeting the needs of grassroots communities.The aim is to further solve the conflicts and problems in the community through the embedding of professional social work in community governance,meet the diversified needs of grassroots community residents,enhance the level of professional social work innovation in China’s community governance capacity building,and promote the modernization of China’s community governance system and governance capacity.
