A Study On Social Work Embedded In Community Governance Of Chongqing

Combining the theory of governance and embeddedness, this study extends embedded development concept of social work in China raised by professor Wang Sibin, its potential of the structure between social work with social service was summarized as environment elements. With embedded subject, embedded objects, the embedded space, embedded process, embedded results together constitute the embeddedness analysis dimension. Within this framework, this study analysis concrete practice about social work embedding community governance in Chongqing, shows the embedded characteristics and makes a deeper theoretical discussion of embedded development conception.At present, the social work development in Chongqing shows a good trend as a whole, has achieved significant results embedded in the community governance as well. In general, the policy window for social work has extended from the talent system construct to the practice of social governance, professionalism and service of social work as a tool of governance has achieved acceptance. It is also a special naturalization of social work with Chinese characteristics. Especially in community which is treated as a basic unit of governance foundation, by top-down project purchase and post development, social work has founded a suitable embedded space – providing professional social work service and helping the community administrative management in community governance area.In this regard, social work embeddedness path in Chongqing can be clarified in three types: one is structural embeddedness represented by government purchase from social work agencies, the second is relational embeddedness represented by community social worker change, the other one is mixture embeddedness represented by government purchase from social work agencies combining with community social worker change. Combined with the specific community case, this study has analyzed the embeddedness characteristics and built complex adaptive model of three embedded path. This study suggests: the essence of structural embeddness is dominated by professional exchange contract conditions, it has an outstanding efficiency in the community governance aiming at special groups in crucial; the essence of relational embeddedness is identity resource transformation supported by trust relationships, by making "genetically modified" of the center for community governance(especially in neighborhood communities), it subtly embedded governance concepts, methods, skills into community governance system, improved comprehensive governance ability of community. Mixture embeddedness is well combined with the advantages of the two, has a positive impact on community governance on both of function promotion and structure optimization, and obtained the diversity of the community governance result from the interaction of the two elements, showed stronger adaptability to complex.Of course, it is not always successful and effective in the process of professional social work embedded in community governance. Social work will also faces the risk of disembedology collisions. The danger comes from the government authority external penetration, comes from the professional identity crisis as well, results in service goal of administrative deviation. It has different degrees in different embedded path. However, this situation still deserves our attention to avoid it by making better system design and taking more cautious implementation, such as improving and perfecting assessment evaluation, strengthening supervision.
