Under the background of economic globalization, people in the world are becoming more and more connected, the boundaries between countries and regions are becoming more and more blurred, and the world is becoming a community with a shared future. The normalization of international immigration is an important feature, and more and more foreigners are entering other countries to work and live. This is a remarkable manifestation. In recent years,a large number of foreigners have also poured into China, and international communities have appeared in Chinese cities, while international community governance has gradually become the focus of social attention. There are some foreigners from different countries and regions in the international community.Restricted by different cultural backgrounds, living habits and language barriers, they will inevitably encounter some problems in the process of international community governance. In the new stage of development, this research is especially important.Thesis focuses on international community governance and discusses the dilemma of international community governance from the perspective of social embeddedness.According to the social embeddedness theory,an analytical framework is constructed.Through relevant written materials and on-the-spot research,we have sorted out the process and current situation of Chengdu’s international community construction.Among them, the Tongzilin international community is representative and typical. Therefore,it is selected as a research case, and the interview language and the written data of the research are sorted and coded.Through analysis,it is found that the dilemma of international community governance is mainly in four aspects, namely policy system, social relationship, social structure and concept cognition. The dimension of institutional embeddedness, imperfect policies and regulations, and lack of uniform international community service standards do not provide better guidance for the government to purchase services, and also have a certain impact on the assessment of social organizations. In the dimension of relational embeddedness, the government has embedded dependence and the services provided are not equal to the needs of community residents;in the dimension of structural embeddedness, the government has insufficient community supervision and the role of foreign assistants is weakened;in the dimension of cognitive embeddedness, foreign residents are not enthusiastic about participation and the scope of participation is relatively narrow. In addition, the two-way interaction between expatriate residents and the international community is insufficient. The main reasons for further analysis lie in three aspects: the government, the ability of social organizations, and the participation of foreign residents. Finally, aiming at the problems existing in international community governance,it tries to put forward countermeasures for international community governance from the perspective of political-social relations, social organization ability and community residents’ cognition. |
