Research On The Path Of Professional Social Work Institutions’ Participation In Community Governance In Wuhu City

In recent years,with the acceleration of urbanization,the reform of community governance system is imminent.More and more scholars begin to pay attention to the participation of multiple subjects such as government,market and society in the new pattern of social governance.The Fifth Plenary Session of the 19th Central Committee pointed out that it is necessary to give full play to the role of mass organizations and social organizations in social governance,and smooth and standardize the ways for market participants,new social strata,social workers and volunteers to participate in social governance.The government can entrust social and market affairs to enterprise departments and social organizations by purchasing services,and give full play to the synergy of social forces in governance.As a social organization relying on social work,it is of great significance for promoting grassroots social governance,and also an important exploration to promote the modernization of national governance system and governance capacity.Taking 13 professional social work organizations in Wuhu as the research object,guided by governance theory,social system theory and collaborative governance theory,this paper adopts the research methods of case study,interview and participatory observation to make a field survey on the participation of professional social work organizations in community governance in Wuhu.Through combing the 7th Public Welfare Venture Capital Project in Wuhu City,it is found that social work organizations have made some achievements in developing volunteer teams,incubating community social organizations,and paying attention to the assistance of vulnerable groups.However,there are also some practical dilemmas,such as unclear division of government functions,imperfect supporting policies,imperfect organizational structure,weak professional services,weak awareness of community residents’ participation,and single participation groups.Drawing on the advanced experience of the United States,Singapore,Shenzhen,Beijing and other regions,it is proposed to adhere to the guidance of Party building,improve government functions and strengthen the construction of talent team.Improve the level of institutional management,improve the volunteer service team,enhance the vitality of community social organizations,actively guide residents to participate in governance,broaden residents’ participation channels,expand service areas,and enhance residents’ happiness.In order to actively explore the local optimization strategy of professional social work organizations participating in community governance,it is of positive significance for the community governance construction in Wuhu.
