Analyses On The Agenda Setting Of Population Fertility Policy In Multi-source Perspective

Population is the important indicator to measure the comprehensive national strength and development potential of a nation.The human resources stock and increment of China are the cornerstones of national revival as the country with the world's largest population and world's most special fertility policy.While the population problems and difficulties China faced are also the keep points of public governance.Along with the acceleration of democratic process,the implementation of human rights awareness,the popularization of humanistic concept,most of the development risks of future Chinese society are related to population risks,and most of the government dealing public management issues are related to population issues as well.Accordingly,the research on China's population fertility policy is not just related to the people's livelihood,but it's also an academic proposition which must be systematically researched.The research fields it supplies are quite a lot,which is not only the combing of China's fertility policy,but also the references of international fertility policies.Moreover,it can be the predictive influences of current policies on the future demographic structure and economic development of China;it can also be the judgments for the remodeling of past policies on demographic structures and even fertility concepts.In addition,in terms of administrative research perspective,there are many options can be added into the research field of population fertility policy,such as the setting of policy agendas,the improvement of policy technologies,the evaluation of policy effects,even the possibility of future policies termination.Throughout the process of the whole policy,its logical starting point,or the setting of policy agendas,is the problems which attracts much public concerns.While as a classic model of policy analysis,the multi-sources policy agenda analysis model has a more comprehensive interpretation on China's special national conditions compared to the policy analysis model which is more respected by other Western academics.Its theoretical value is self-evident that adopting multi-sources policy to analyze China's population policy by multi-angles and follow-up methods.Therefore,the researches of empiric and case around this theme can not steer clear of the population policy with latest introduction and more influence.As the new inflection point of current China's population fertility policy,"Two-child Policy" has its own expecting influences on current strategies of family planning policy and the population structures of future China.Compared to other major population fertility policies in China,the entrance into policy agenda of "Two-child Policy" is commonly recognized "sudden".It is a feasible research way to dissect and analyze the policy agenda setting of "Two-child Policy" through the multi-source analysis model to explore its causes and effects.This paper first combs the study of "Two-child Policy" and even population fertility policies.On the basis of this,this paper makes the complete analyses of "Two-child Policy" from political origin,policy source,problem source and policy window and other perspectives of multi-source model.Particularly,in view of the extreme importance of the policy entrepreneurs in the process of the policy window and the characteristics of China's social and political structures,this paper abandons the personal attribute,and makes it as a comprehensive perspective combining political analysis theory and rational behavioral selection of internal conflict game.And then this paper deeply analyzes the interactive mode among policy entrepreneurs and problem flow,policy flow and political flow on the above basis.Generally,this study should not only make complete development of the advantages of multi-source analysis model,but also make further exploration of China's national conditions on the basis of the original mode,and then put forward to some recommendations on Chinese population fertility policies on this basis.For example,conducting professional and rigorous investigations and analyses,establishing the progressive policy objectives,expanding the channels influencing the political origins,playing the role of policy entrepreneurs,and achieving benign multi-source coupling to provide useful academic judgments on related studies and practices.
