China is in the midst of the modernization;whether the government's policy is correct or not,directly decides China's future and the fate of the people.On 12 th,May 2016,Ministry of Education issued the outline to advance the legal governance in education,calling for the full advance of education governance system and the modernization of governance ability.Along with the continuous improvement of China's legal system as a socialist country,the legal governance in education has been central to the education reform and development.Also,only the premise of the legal governance in education can legitimize the education policy and improve the effectiveness of education policies.In General,a specific educational policy is aimed at solving a specific problem;appropriately,the education problem has become the logical starting point of the process of educational policy as a whole,which means that education policy proceeding agenda throughout the process function as screening,orientation etc..So the top-priorities in the discussion of education policy agenda are: how an education policy is established and what kind of path followed during the process?.Education policy agenda represents the process of gaming and competition between different stakeholders followed by authorities' "scrutinizing",which rank the education problems into the primary or the secondary,and ultimately decide what education can be incorporated into the Government agenda,forming the practical specific authorized plans.In China,the modes of education policy agenda are mainly in a linear structure,which are the "top down" mode and the "bottom up" mode.Although to some extent this linear decision-making mode ensures the effectiveness and accuracy in the formulation of education policies,such mode still would result in no decisions,evolving into a hidden agenda,blanking out the emerging problems.Moreover,the contemporary society is developing towards increasing diversity and complexity,allowing little space for mistakes when government is engaging in education policy establishment.After the research into two typical cases,this study is intended to make an overall evaluation of the educational policy agenda in China and based on multi-origin theory proposes a possible path for nonlinear optimizations: multi-source collaborative model.The mode of multi-source cooperative agenda is not only the running of up-down or bottom-up,but the collaborative work of "initiative" and "extrapolation" while trying to form a policy.All the interactive structure among subjects is not a simple linear relationship,but a network in which different subjects connect,interdepend and influence each other,displaying a complex,multidimensional network structure.Any subject can establish direct channels of interaction with others,no matter in the art of independence,or in certain structures.Because the model is still at the exploratory stage,the focus of this study is laid on four sides: the origins of problems,origins of aid policies,emphasis on political sources and grasp of policy window,after that an initiative was proposed to guarantee the formation of effective education policy.
