Popularizing campus football and improving the level of football are of great significance to improving the national physical quality,carrying forward sports culture,promoting the sports industry,building a sports power and realizing the Chinese dream of the great rejuvenation of the Chinese nation.Under the promotion of the Party and the country in all aspects and fields,the exoskeleton system for the reform and development of campus football has been completed.However,compared with the football power,there is a big gap in talent training,competition system,field facilities,policy guarantee and other aspects.Compared with Asia,Japan has gradually improved the training mode of young elite athletes,established a high-quality campus football competition system at home and abroad,and won the competition on the world football stage.The reason is also worth learning from in China.At present,the relevant discussions in the academic circle focus on the micro level.According to the specific human and financial cultivation mechanism for the popularization and improvement of campus football,it lacks the relevant research on the macro impact,effect,evaluation and tools of policies.The research method on the development policy of campus football is also limited to the text analysis method,which lacks a complete policy analysis method and theoretical basis,and does not form a research system on the development policy of campus football in the direction of qualitative research and quantitative research.As the top-level design of the popularization and improvement of campus football,the reform and development policy of campus football is related to the future development direction of national football.Only by analyzing the development policy of campus football vertically and combining the reality of China with the excellent experience of foreign countries can we improve the future adjustment direction of the policy and promote the reform and development of campus football.In this study,combining text analysis method and mathematical statistics method,the research object is the policy text of the Chinese and Japanese Campus football Development plan.Through classification comparison and model construction,the relevant policies of the collected authoritative institutions and government websites are analyzed,and then the following results are obtained:First,in the elements of the campus football development policy,the campus football development plan policy subject comparison,policy objectives,policy measures,policy guarantee are different characteristics: 1)the campus football development plan policy subject is common and different,the two countries campus football policy and policy implementation subject for the national government level,but policy subject system mechanism of national characteristics.2)The policy objectives of the Chinese and Japanese campus football development plan are obviously different.In terms of observability,China’s goals are more macro,and Japan’s goals are more accurate.In terms of focus,China focuses on the core goals,and Japan is eager to achieve multiple goals in both directions.3)In terms of the policies and measures of the Japanese Campus Football Development plan,China’s policy documents are highly concise and relevant,intuitive and comprehensive,while the Japanese policy documents are highly intuitive and comprehensive,but the relevance is not compact enough.4)The policy guarantee of the Japanese campus football development plan is relatively perfect.Both China and Japan have reached consensus on cultural and education guarantee and collaborative governance guarantee,but there is still a gap between China and the Japanese development plan and system construction of China in terms of digital guarantee.Second,the comprehensive analysis of Chinese and Japanese campus football development policies consists of the comparison of policy tools and policy quantification.one side,both sides take authoritative policy tools as the main means,but China’s authoritative policy tools are relatively simple,the construction of laws and regulations lags obviously behind.In the use of policy incentive tools,both sides have the problems of narrow scope,low flexibility and insufficient incentive tools.In terms of the policy capability instruments,both countries are responsive to globalization,it presents the characteristics of diverse forms,high flexibility and covering a wide range of fields.Policy symbolic tools are more influenced by national conditions and values,It states that both sides reach a consensus to integrate the development of campus football into the coordinated development of politics,economy,culture and education.The policy learning tools of China and Japan mainly involve the teaching syllabus,teaching plans,teaching guidance,textbooks and other football activities,to support the development of campus football and the realization of educational goals.Thirdly,in the campus football development plan policy quantitative comparison: select the two countries,a total of 10 policy documents for model samples,with literature method and conception sampling method,select X1 policy nature,X2 policy effectiveness,X3 policy focus,X4 policy evaluation,X6 incentive policy,X7 safeguard measures,X8 policy receptor,X9 policy characteristics and X10 policy public for the primary variable.Through the analysis of PMC index model,excellent interval policy samples include P1(8.60),P9(8.57),good interval policy sample includes P3(8.50),P4(7.83),P6(8.50),P8(7.60),acceptable samples include P2(6.74),P5(7.26),P7(6.37),P10(7.10).Both China and Japan have one excellent samples,2 good samples and 2 acceptable samples with all qualified policy samples,indicating the level of policy selection sample is comparable.From the perspective of mean,the average value of Chinese policy samples is 7.79 and that of Japan is 7.62,which is a good interval.Most of the mean value of the first-level variables of policy samples is in the high score range,and only the mean value of X2 policy effect and the incentive constraint of X6 is slightly lower than the high score range.According to the analysis,the data of each sample is very considerable,with different surface folding and linear trends.According to the above comparison results,the policies of China’s campus football development plan have some problems,such as unclear positioning of policy subjects,unclear details of policy objectives,unobvious focus on policy measures,imperfect policy support,and inadequate use of policy tools.By comparing the excellent experience of Japan,China’s policy reform and adjustment path can be started from the following aspects: first,gather the consensus of campus football;second,clarify the positioning of the policy subject;third,make the use of target evaluation indicators;fourth,realize the number of integrated measures;and fifth,innovation guarantee supervision implementation.
