Research On The Evaluation Of The Implementation Of Campus Football Policy In Hebei Province

Campus football is at the stage of rapid development under the background of new era,the campus football level of policy executive power is an important guarantee of policy goal can finish on time,only fully understand the campus football policy implementation main body of the policy execution level,can better geographical clear campus football policy in real root of various problems in the implementation process.The premise of this is to build a set of reasonable evaluation index system to evaluate the current campus football policy implementation level,and then to evaluate and guide the future development.This paper takes the evaluation of campus football policy implementation in Hebei Province as the research object,adopts the literature method,Delphi method,analytic hierarchy process and questionnaire survey method,and uses the balanced scorecard theory and Sabatier policy implementation model for reference,and based on the related campus football policy objectives issued by the state.From subsystems of policy consensus,coordinated,subsystems of executive culture,execution of credibility,four aspects to build the index system of policy executive power of the campus football in Hebei province,there are 4 first-level indicators,the evaluation index system of 13 secondary indicators,49 of three-level indicators,and all levels of index weight assignment analysis.Using questionnaire survey and field investigation method,random sampling survey was conducted in the areas where campus football was carried out in Handan,Xingtai,Baoding,Cangzhou,Shijiazhuang,Langfang,Zhangjiakou,Chengde and Qinhuangdao to evaluate the level of campus football policy implementation.Main conclusion:(1)Based on the difficulty coefficient of policy implementation,the scores of the implementation level of the campus football policy in Hebei Province were from high to low,respectively: Cangzhou scored 3.838,Chengde scored 3.751,Shijiazhuang scored3.738;The last three scores were Hengshui: 3.557,Zhangjiakou: 3.546,Langfang score:3.498.(2)The factors that restrict the implementation level of the school football policy in Hebei Province are: policy target group consensus,policy environment,resource allocation,cultural orientation,cultural binding and cultural incentive.(3)Based on the score data of each index in each city,the correlation weight visualization analysis was conducted for each index according to the attribute topology theory.In the evaluation index of policy implementation in Hebei Province,Edge(A1,A2)=2,Edge(A1,A3)=1,Edge(A1,A4)=1,among which A2 had the greatest influence on A1.Edge(A2,A3)=1;Edge(A2,A4)=4,in which A4 has the greatest influence on A2;Edge(A3,A4)=1,where A1,A2 and A4 have equal influence on A3;A2 and A4 have the largest weights for each other.In view of the implementation of the policy of Hebei campus football,the paper puts forward the ways of strengthening supervision mechanism and innovating the acceptance methods of achievements.Strengthen the guidance of the interests of the executive body,strengthen the enthusiasm of the executive body,and improve the difficulties in the implementation of the football policy in Hebei Province.
