| In 2021,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Burden of Homework and Off campus Training for Students in Compulsory Education",which states that "improving the level of after-school services in schools and meeting the diverse needs of students" has become an important content of the "double reduction" policy.Under the guidance of the "double reduction" policy,after-school delayed sports services have moved from the strategic planning stage to the substantive development stage.On the basis of effectively ensuring the duration of after-school delayed sports services,quality and efficiency have been gradually improved,and the rapid popularization of after-school delayed sports services and the active participation of students have been achieved.Under the background of the "double reduction" policy,delayed after-school sports services have become an important link in the construction of high-quality education systems.Local governments have introduced policies to incorporate delayed after-school services into financial subsidies,forming a general situation in which the combination of government subsidies and parents’ unified low fees mainly promotes the development of delayed after-school sports services.In some regions,even completely borne by government finance,schools provide students with delayed after-school sports services free of charge.At present,the practice of carrying out after-school delayed sports services in various regions is still in the exploratory stage.From the relevant policy texts,it can be seen that the government is more focused on promoting the implementation of after-school delayed sports services,and lacks an evaluation and supervision mechanism.The service quality in the practice of after-school delayed sports services in primary schools is uneven.The evaluation and supervision mechanism is an indispensable and important link in the high-quality development of after-school delayed sports services in the future.Therefore,building a performance evaluation index system for the government’s after-school delayed sports services in primary schools is crucial to promoting the improvement of the evaluation and supervision mechanism for after-school delayed sports services.Considering the huge financial investment in areas where the government fully undertakes delayed after-school sports services,it is even more necessary to promote performance evaluation as soon as possible.Therefore,this study selected Liangjiang New Area in Chongqing,an area where the government finances completely bear the cost of after-school delayed sports services,as the survey scope.Using 15 primary schools in this area as the survey sample,it conducted a survey on the development and evaluation status of after-school delayed sports services.Using the Delphi method,literature method,questionnaire survey method,analytic hierarchy process,mathematical statistics method,and fuzzy comprehensive evaluation method,this paper conducted theoretical research,evaluation index construction,empirical research,and research on problems and optimization countermeasures for the performance evaluation of delayed physical education services in primary schools after class.The main results of the study are as follows:(1)Complete the construction of the government’s performance evaluation index system for delayed sports services in primary schools after class.Select Liangjiang New District of Chongqing as the survey area,and through understanding the current situation of the development and evaluation of delayed sports services in primary schools in this area,consulting relevant literature,initially construct indicators.After two rounds of expert consultation,determine the final indicator framework,and finally calculate the weights of indicators at all levels through chromatography analysis with the aid of the analytic hierarchy process auxiliary software yaaph10.1,Complete the construction of the government’s performance evaluation index system for delayed sports services in primary schools after class.The indicator system is based on the balanced scorecard theory and includes four first level indicators,nine second level indicators,and 31 third level indicators,including resource investment,service targets,internal processes,and learning and growth.(2)An empirical study was conducted on the performance evaluation of delayed physical education services in primary schools after class.This study examines the supply effect and operational efficiency of delayed physical education services in primary schools from four aspects: resource investment,service objects,internal processes,and learning and development.With the help of SPSSPRO online data analysis platform,a classified fuzzy comprehensive evaluation and an overall fuzzy comprehensive evaluation were conducted on the performance of delayed physical education services in primary schools in Liangjiang New Area.The evaluation results showed that the evaluation on resource investment,service objects,and internal processes was relatively good,the evaluation on learning and development was average,and the overall evaluation was relatively good.(3)To explore the problems and optimization countermeasures of delayed after-school sports services in primary schools in Liangjiang New Area.The main problems are: insufficient teachers,slow pace of curriculum construction of delayed after-school sports services,and imperfect special management and evaluation system.Based on this,the optimization countermeasures proposed include: enhancing the strength of teachers through multiple channels;Strengthen the curricular construction and research of delayed physical education services after class;Strengthen the supervision and evaluation system construction of after-school delayed sports services. |
