Currently, researches related to teaching management department mainly focus on work criteria, system construction and individual aspect. The paper offers a perspicuous survey on the status quo of the service performance of teaching administration department in P. E. institutes, so as to foster the idea of teaching service among the administrators, to make every effort to improve management and administration in service of teaching, and to attach great importance to service improvement and qualify optimization in the process of promoting teaching administration. Employing methods such as literature review, expert interview, analytical hierarchy process and questionnaire, the research attempts to establish an appraisal model and an appraisal system of teaching administration service performance in P. E. institutes. The output of teaching administration service performance in P. E. institutes is evaluated both internally and externally on a comprehensive basis. To examine the correctness of appraisal system and method, service performance of teaching administration department from 14 P. E. institutes were evaluated tentatively in order to verify the feasibility and validity of the appraisal model of service performance. The research is supposed to provide P. E. institutes and involved branches relevant suggestions for reference aiming to promote school-running performance and competitiveness of P. E. institutes under the present educational environment.The paper drew the following conclusions:First, service performance of teaching administration department in P. E. institutes is evaluated under the guideline of administration is service. To promote and perfect the administrative ability of the teaching administration department by means of evaluation is a compulsory and inevitable choice for P. E. institutes to increase their competitiveness under the present educational environment.Second, the nature of service performance appraisal is to evaluate the overall performance of the teaching administration department in P. E. institutes in term of its administrative function, teaching goal achievement and task performance. The comprehensive appraisal can provide an all-round evaluation for service performance of teaching administration department in P. E. institutes.Third, with the development of discipline construction and talent-cultivation in Chinese P. E. institutes, higher administration demands are posed for administrative function, teaching goal achievement and task performance in P. E. institutes. Modern teaching administration in P. E. institutes is characteristic of a high-degree specialization and professionalism, the nature of coordinating various teaching ingredients, a close cooperation among administration members, as well as a flow, flexible, complex and dynamic teaching administration model.Fourth, Because teaching administration in P. E. institutes has diverse target clients with complex and comprehensive service content during the process, the internal and external aspects constitute the basic elements affecting service performance of teaching administration department in P. E. institutes, one of which is the teacher and student's expectation of the teaching administration department, the other of which is the aspiration for self-promotion in the teaching administration department.Fifth, the appraisal method of service performance of teaching administration department in P. E. institutes is comprehensive which is mainly composed of the teacher and student's appraisal (external) together with the self-appraisal in the teaching administration department (internal). The teacher and student's appraisal mostly is the evaluation on the satisfaction of the service from the teaching administration department; while the self-appraisal in the teaching administration department is made up of the basis, process and provision of service. The weighting coefficient of appraisal on teachers, students and administrators varies with their specific characteristics and their understanding of the work in the teaching administration department.Sixth, the appraisal index system of service performance of teaching administration department in P. E. institutes is composed of three parts. The first is the teacher's satisfaction, the second is the student's satisfaction, and the third is the self-appraisal of service from teaching administration department, among the third there are 3 first-level indexes, that is the basis, process and result of service provision, 10 second-level indexes, namely, organization structure, staff competence, financial support, department culture, service procedure, responsiveness, devotion, system construction, direct output and comprehensive result, and 22 third-level indexes including knowledge, skills, occupational quality, special funds, operating funds, values, code of conduct, team spirit, work style, social needs, process design, starting point of process design, process reproduction, promptness, adequateness, guarantee of enforcement, adaptation, validity, efficiency, effectiveness, convenience, fairness, and satisfaction from target clients and the department in charge.
