In view of the heavy work after class,the high rate of myopia,the low physical exercise,the general poor physical fitness and the "three and a half difficulties" of the schools in China,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued in July 2021 "Opinions on Further Reducing the Job Burden of Students in Compulsory Education and the Burden of Off-School Training"(hereinafter referred to as "Double Reduction"),"Double Reduction" policy since its promulgation.Delayed after-school sports services are being carried out in full swing throughout the country,with remarkable results in alleviating the decline of students’ physical fitness.However,the functional boundaries between the main suppliers are unclear,which further leads to the low efficiency of collaborative supply.Lack of collaboration is the main factor that can not meet the needs of primary and secondary school students for delayed after-school sports services.The government,schools,communities,Sports training institutions and other subjects lack contact and cooperation in the process of providing services.On the basis of combing and summarizing the existing academic achievements,this paper uses the methods of literature,questionnaire,expert interview,logical analysis and mathematical statistics to analyze the present situation of delayed sports service supply in primary schools in Xuzhou.Combining with practical experience,this paper selects the study on the collaborative supply of delayed sports service in primary schools in Xuzhou under the policy of "double reduction" as a specific object of study.With the relevant persons in charge,physical education teachers,parents and students who participate in the delayed sports service in schools as the object of investigation,this paper mainly explores the main body of supply,the mode of supply,the current situation of supply content and the prominent difficulties they are facing.Through the research,it is found that the practical dilemma of the cooperative supply of postclass sports service in Xuzhou primary schools is as follows: First,the lack of input in supply resources prevents the popularization of postclass sports service,mainly manifested in the unreasonable allocation of teachers,the imperfect school sports facilities,the shortage of teachers resources and the lack of curriculum resources;Secondly,schools with single supply content have suffered setbacks in the implementation of postclass delayed sports services.In postclass delayed sports services,sports items are not rich enough,sports teachers have a single means of teaching,and limited teaching content lead to inappropriate convergence of curriculum content;Thirdly,the fuzzy function of the main body of supply hinders the link of the delayed sports service after class.The government has not done enough to implement the policy of the delayed sports service after class.The policy supervision system and top-level design need to be improved urgently.Schools,families and society have biases in the recognition of the delayed sports service after class,which can not be unified.Fourth,the lack of innovation in the form of supply restricts the object participation of postclass sports service,the single form of service supply,the lack of deep enlightenment and the existence of research groups,resulting in low student participation;Fifthly,the lack of supply guarantee hinders the overall and balanced development of postclass delay sports services,mainly manifested in the urgent need to improve the student safety guarantee mechanism,the teacher performance guarantee mechanism and the school funds guarantee mechanism.In view of the dilemma of cooperative supply of delayed sports services in primary schools in Xuzhou,the following optimization strategies are put forward: First,overall supply of resources,the local government should strengthen the teaching staff,expand the teaching staff,increase the investment in after-class service funds,and improve the construction of sports venues and related sports equipment and equipment.Secondly,to optimize the content of supply,schools should supply a variety of courses to meet the diverse needs of students for physical exercise.Schools should scientifically plan the course supply according to school conditions,not only to enrich the requirement of "quantity" of the activity content,but also to upgrade the standard of "quality" of the course content.Combine online with offline to improve the teaching quality of postclass sports service.Third,the main body of collaborative supply,each supplier should clarify its own responsibility in the collaborative supply of sports services after class delay.The local government clearly defines the functions of the government and improves its working mechanism.The administrative departments of education need to give full play to the roles of coordinator,supervisor and arranger."Home,school and society" cooperate to provide after-school sports service.Fourth,to innovate the form of supply and delay sports service after class should implement the goal concept of "church,practice and regular competition" in the new curriculum reform.We should adopt the "shift-by-class" teaching organization,break down the organizational barrier of "administrative class",and do a good job in the effective convergence of "study,practice and competition" integrated teaching.Fifth,to test the effectiveness and quality of services,we should strengthen supply guarantee,establish and improve security guarantee mechanism,funds supply guarantee mechanism and supervision and evaluation mechanism,and evaluate feedback information through the whole process of multi-dimensional and multi-subject evaluation. |
