In recent years,In order to reduce the academic burden of students,China has shortened the school time of students,so in the compulsory education stage,especially in primary schools,there is a phenomenon of "three and a half" and "four and a half",which brings about the dilemma of difficult picking up and dropping off children.In addition,due to the early dismissal of students,it has also led to an increase in homework assignments and a flood of tutoring in off-campus subjects.Facing the reality of social dilemma,the Ministry of Education released in 2017 "Guidance of the General Office of the Ministry of Education on after-school Services for Primary and secondary school student".In 2021,the Ministry of Education issued "Opinions on further reducing the burden of homework and after-school training for students in compulsory education".This opinion is of great guiding significance to the implementation of after-school service in various localities.In the same year,the Education Bureau of H County issued "the Implementation Plan of After-school Services for Primary and Secondary School Students in H County",which put forward clear guidance for after-school services for primary and secondary schools in the county.This paper is based on the actual situation of after-school service in H County,which has been implemented for nearly one and a half years.In order to respond objectively,"What are the problems with after-school services and how to improve them further" ? In this paper,three schools,A school,B school and C school,are selected to represent urban schools,suburban schools and rural schools as research samples.The subjects of the survey were the leaders,teachers,students and parents of the sample schools.The research method adopts the survey method and the interview method to design the questionnaire questions from the dimensions of after-school service time,content,effect,cost and suggestions respectively.By analyzing the collected data,we can comprehensively understand the current situation of after-school school services in different regions of the county,and find out the personality problems and common problems in different regions,so as to put forward the corresponding strategies.The main results of this study are as follows: First,there is a deviation in parents’ understanding of the policy.The main reason for children to participate in after-school services is not to solve the problem of "late work and difficult pick-up",but to reduce parents’ guidance for their children’s homework,and even some parents think that after-school service is "open collective remedial lessons".Second,there are hidden dangers in the safety of students leaving school,especially in rural schools who left school late and far away from home,students have safety problems on the way home.Third,the content of after-school service is single,mainly the students do thier own homework or teachers give lectures.Fourth,the after-school service time arrangement is unreasonable.The after-school service time of students in rural boarding schools seriously exceeds the time stipulated in the document.And,students stay in school in the afternoon and dinner is too late.Fifth,the protection mechanism of teachers and students is not perfect,and teachers are forced to participate in after-school service work.In addition,there are after-school service time for teachers to teach new subjects,which seriously damages the learning rights and interests of students who do not participate in after-school service.In order to make the county better carry out after-school service to improve the effect of after-school service.this paper is based on the theory of comprehensive development,the theory of fairness of the starting point of education and the theory of collaborative governance,And in view of the problems of H county after-school service,mainly put forward the following Suggestions: First,all parties should conscientiously study the document policy and raise awareness of the implementation of actions.Second,the rights and interests of all parties to conduct regular exchanges and discussions,and constantly improve the work.Third,home-school and school and society work together to ensure that students leave school safely to return home.Fourth,reasonable arrangement of time and implementation of the policy provisions.Fifth,make full use of the resources inside and outside the school to set up diversified courses.Sixth,formulate reasonable fee standards,the government to provide financial support.Seventh,strengthen inter-school exchanges and learning,take the best and complement the weaknesses to promote development.Eighth,establish a unified standard,unified supervision and unified evaluation mechanism. |
