Online conversion in recent years,with the increasing phenomenon of fewer children,aging,the problem of providing for the aged has become a common topic of concern in our society.According to the United Nations,7%of the population over the age of 65 or 14% of the population over the age of60 is an old-age country.According to this,our country has stepped into the aging country in 2000,and the number of the aged population is expected to approach 300 million in 2025.At present,the rapid development of science and technology,the change of the world pattern and the fusion of cultures have changed the thinking mode of the old people,and the needs of life have been further expanded,from the satisfaction of food and clothing to the spiritual needs,all of these make the existing old-age care model face the challenge,which makes us need to constantly explore a new old-age care model that can meet the needs of the increasingly diverse elderly people and alleviate the contradiction between supply and demand in the current old-age care service,to establish a diversified and individualized accurate service system and methods to improve the quality of elderly care services.“So that all the elderly can have a support for the elderly,the elderly rely on,the elderly have fun,the elderly have peace of mind.”.The Ordos City has entered the population ageing in 2012.According to the 7th national population census of the Ordos City,there are 323,900 permanent residents aged 60 and above,accounting for 15.04%,the aging situation is grim.According to the survey,the current mode of providing for the aged is concentrated in the“9064” trend,90% of the elderly choose to stay at home to provide for the aged,but with the emergence of fewer children,young people are old,there is a small dilemma,so there is no time and energy to take care of the elderly,the lack of daily care and spiritual needs of the elderly embodies the drawbacks of the traditional home-based care for the aged.Moreover,the reduction of labor force has also caused the rising cost of manpower.The shortage of talents and the loss of manpower in the old-age industry have also caused the shortage of professional talents in the old-age institutions,most of the institutions are in the situation of one nurse taking care of more than one elderly person,while ordinary small-scale elderly care institutions are even more in the situation of no professional care,while the government-led medical and nursing care center for the elderly is short of beds,and single service,can not meet the diversified needs of the elderly,these also reflect the shortcomings of institutional care in the elderly.Ordos,as the Golden Triangle area of the development of Hubao and Hubei,has natural resources advantages,so the rapid economic development,but also provide economic support for social security.Moreover,there is a concentration of old communities and relocated households in Ordos,where the majority of the population is aging,forming a concentrated aging community.The government has also paid more attention to the old-age care industry in recent years,the service stations for the old communities have been set up in the key aging communities,and the services have been purchased with social institutions.Although the results have not yet achieved the expected results,the platforms and places have been built for the exploration of the follow-up wise old-age care.In recent years,the government of Ordos has also greatly promoted the exploration of the path of intelligent endowment.At present,China’s intelligent pension is still in the exploration stage,Hangzhou,Shanghai and other leading areas of Internet development are building a pilot to promote the country.Shanghai has formed a governmentbased intelligent pension model,with the help of big data to promote internet business.In Hangzhou,an enterprise-led model of providing for the aged has been formed,and enterprises have independently followed up on technology and services to provide more sophisticated services for the elderly.Jiangsu,on the other hand,is exploring a“1 + N” model of social mutual assistance,which is dominated by family support and provides supplementary services by the government,enterprises and all social strata,successful pilot projects in a number of cities could provide a model for the development of Smart Ordos City.The author chose Hangzhou as a case study in several pilot cities,considering that Hangzhou is an enterprise-oriented service model,it can effectively drive the Ordos City Service Enterprises to supplement the plight of the government’s old-age care,provide more diversified and customized details of services for the elderly to meet the needs of different elderly care.Based on the theory of hierarchy of needs,welfare pluralism,smart city and incentive theory,this paper explores the feasibility of a new type of smart endowment institution embedded in community home care,starting from the malpractice of various old-age care models and the influence of social environment,this paper probes into the needs of the elderly,the needs of institutions,including the needs of the government.To probe into the problems,difficulties and future development of the intelligent old-age care model,and contribute a little to the old-age care industry in Ordos.
