Since the implementation of intellectual property rights(IPR)strong country strategy in 2015,as China’s IPR innovation utilization level has increased,the protection status has improved.The whole society’s IPR awareness has generally increased,and IPR management work has flourished.These have played a significant impact on China’s economic development.However,there are still problems which need to be solved urgently such as IPRs are big but not strong,many but not good.Management and maintenance are not standardized enough,infringement is easy and frequent,seriously affect everyone’s enthusiasm for innovation and entrepreneurship is seriously affected.The Outline of the Development Plan for the Greater Bay Area of Guangdong,Hong Kong and Macao,issued in February 2019,clearly positions the Bay Area as a leading and supportive region in the country’s opening up and economic development.This is not only one of the most open regions in China,but also one of the most dynamic city clusters in the world and a bridgehead for technology innovation.The setting of the Greater Bay Area calls for the enhancement of regional innovation,intellectual property protection,creation and transformation capabilities.The new round of global technological and industrial revolution has started,the development and transformation of China’s economy has been accelerated.The role of innovation leading the economy has become more prominent,and the basic guarantee of intellectual property rights to stimulate innovation has become more important.Bay Area universities have the talent and technology,they are the place to promote the transformation of technological achievements.It is urgent to enhance the intellectual property information service capacity of universities in the Bay Area and accelerate the transformation of scientific and technological achievements.This paper analyzes the current cooperation system,institutional setting,resource construction,service content and staffing of intellectual property information services of 75 universities in the Guangdong-Hong Kong-Macao Bay Area.Cooperation systems include the cooperation of alliances and universities,departments within universities,and universities and enterprises.;institutional settings include university libraries,research management departments,intellectual property colleges and university-run enterprises;resource construction includes all kinds of relevant databases and patent analysis tools;staffing refers to the staffing of the service team;service content refers to the specific intellectual property information services provided by the library and other departments.After understanding the current situation in China,nine representative universities in New York and San Francisco Bay Area in the United States were selected to conduct research from the same perspective.Comparing the differences between the two,we summarize the problems of intellectual property information services in universities in China’s Bay Area.Drawing on the service experience of the U.S.Bay Area to propose optimization strategies that can be implemented for China’s Bay Area.The research results show that there are problems of narrow cooperation channels and insufficient cooperation among service institutions,resources construction to be improved and insufficient guarantee of patent analysis tools,unknown discipline background of service team and insufficient talent provision,service system to be improved and service content to be enriched in the IP information service in China’s Bay Area universities.In turn,it proposed the development countermeasures of upgrading the level of cooperation at all levels and helping development with exchanges;optimizing the allocation of resources and building a solid foundation for services;strengthening the cultivation and introduction of talents to create high-quality service teams;and establishing a sound service system to promote the transformation of IP achievements.
