With the transformation of the economic structure and the internal driving force of national development,the demand for talents in the current new situation has undergone tremendous changes.The mission of higher vocational education has changed from the original single education and teaching to the cultivation of high-quality skilled talents,and at the same time gradually promote the high-quality and in-depth development path of vocational education.Based on the changes in the general environment,higher vocational education should also improve the internal management of the college to meet the needs of talent training.In this paper,taking Hunan Urban Construction Vocational and Technical College as the research object,based on the research field of performance management,the balanced scorecard management tool is selected to optimize and improve the performance management of the college.This paper first expounds the existing theoretical research results,through consulting the literature,extracts and summarizes the performance concept and its connotation applicable to higher vocational colleges,and analyzes the cognitive misunderstanding that performance appraisal is equivalent to performance management in higher vocational colleges,and also discusses the applicability of the balanced scorecard in higher vocational colleges,basing on a theoretical foundation for following research.After then,the basic situation and performance management status of the college are introduced,and the basic situation of the college is elaborated from five aspects: organizational structure and department responsibilities,personnel composition and turnover,financial revenue and expenditure,salary distribution and composition.Thirdly,through the current situation of performance management,it is found that there are problems such as the disconnect between the formulation of task ind icators and strategic objectives,and the vague and general content of indicators,and analyze and summarize the reasons for the existing problems,mainly including backward performance management concepts and methods,lack of systematic performance manage ment processes,lack of two-way communication and demonstration in the formulation of task indicators,and lack of pertinence and motivation in the use of performance results.Subsequently,suggestions for improvement were made for the reasons that led to the insufficient effectiveness of the Academy’s performance management.This paper uses the Balanced Scorecard tool to optimize and improve the performance management of the college,establish a systematic performance management process,based on the mission and strategic objectives of the college,make full use of SWOT strategic analysis,and set the indicator system of the three levels of the college,department and individual from the four dimensions of customer,internal business process,learning and growth,and finance.Establish a professional performance management team to determine the weights of various indicators,form a performance evaluation system that combines qualitative and quantitative,and improve the quality of performance results.The improvement of performance management is not once and for all,only by strengthening the scientific and reasonable system construction,with the help of the intelligent management means of the management system,and the adequate supply of talent guarantee can we establish a performance management system that is constantly optimized in the dynamic,and can better adapt to the development of the country and the changes in society.
