Research On News Media As Flexible Coordinator In Public Opinion On The Policy Of Class-Suspended-But-Learning-Continues

At the end of January 2020,in order to ensure the orderly development of educational activities during the epidemic,the Ministry of Education officially proposed the emergency policy of "Class-Suspended-But-Learning-Continues".Due to the short preparation time and high environmental uncertainty,public dissatisfaction has been aroused many times in the early stage of the implementation of the policy,which has aroused heated public opinion.Based on the negotiation theory and agenda setting theory,this paper discusses the manifestation of the negotiation function of the news media in the public opinion of the policy of " Class-Suspended-But-Learning-Continues " as "attribute transfer".Using text analysis、social network analysis and Granger causality,it is verified that there are significant correlations and causal relationship between the government,news media and the public from the data algorithm results.Then,through the data verification of the implementation of the "Class-Suspended-But-Learning-Continues " policy in the post-epidemic era,the existence of the negotiation function of the news media is further confirmed.In the performance of specific negotiation functions,the interaction between news media and the government is manifested as publicity reports and frame breakthroughs,the interaction between news media and the public is presented as frame integration and demand shaping,and the internal interaction of news media is dominated by horizontal collaboration and vertical guidance.It reflects the "flexible" operation characteristics of news media negotiation.The flexible negotiation function of the news media pushes the topics discussed by the public into the government’s agenda,promotes the formation of negotiation consensus,and more importantly,provides the possibility for cultivating a new social public culture.However,there are still limitations and deficiencies in the play of the news media’s flexible negotiation function in the public opinion of the policy of "Class-Suspended-But-Learning-Continues ".In order to ensure the effective play of the news media’s flexible negotiation function,the government,as an important actor in the public opinion of education policy,needs to undertake the responsibility of creating a good negotiation environment As the main body of the function,the news media needs to be optimized from within itself,and the public,as the main participant,must actively and rationally participate in the negotiation environment.
