Vocational education policy,as a tool and means utilized by the national government,has the function of guidance,standardization,and protection.Since the reform and opening in the 1980 s,policy has played an important role in the course of the development of China's vocational education.Its policy text,to some extent,reflects the government's ruling philosophy,the direction of goals,and efforts to promote the reform and development of vocation education.In the process of the formulation and implementation of vocational education policy,the government is the dominant force leading and guiding the reform and development of China's vocational education,while the extent of public participation in the vocational education reform is very limited,failing to give full play to their role of public opinion supervision,which caused the vocational education accumulated some institutional problems.Since the reform and opening up in 1978,China's vocational education policy has experienced three stages: a recovery,create period(1978 ~ 1996);fall,decline period(1997~2001);and restore,development period(2002~present).The policy agenda of vocational education attempts to proactively intervene and guide the public agenda through frequent policy dissemination and the use of the power of the media.However,there is recognition as well as resistance among the public agenda towards the setting of vocational education policy agenda.The communication media plays a more and more important role in the process of the policy agenda of vocational education.Under the domestic news system,the media agenda and the policy agenda are generally consistent.The vocational education agenda guides and influences the public agenda through the media agenda;the media agenda as the intermediary role communication channels,plays a megaphone,recorder,guide and amplifier role;while the public agenda is the ultimate goal and its change is the dominant factor to influence the development trend of the event.The factors that restrict the development of vocational education,the formulation and implementation of vocational education policy include: the social stratification between “labor” and “head-worker”,the dislocation of value rationality and instrumental rationality in vocational education policy,the differences of policy interests between the main body,and the communication dilemma between the administrative departments of education and the media.Faced with the increasinglycomplex social circumstances of public opinion,vocational education should not only focus on its own development,but also should understand and respect the public opinion as much as possible to get their understanding and support and also to gain the sustained power and vitality of development.To solve these problems,it is necessary to establish vocational education information disclosure system,enhance the credibility and authority of the policy,respect the policy participation of stakeholders,improve the policy compensation mechanism,and build equal dialogue and exchange platform.
