In the first half of 2022,the Ministry of Education officially issued the Standards for Physical Education and Health Curriculum for Compulsory Education(2022 Edition)(hereinafter referred to as the new physical education curriculum standard),and primary and secondary schools in various regions began to implement the basic physical education policy in the fall of 2022.The new physical education curriculum standard is guided by the cultivation of students’ core literacy in physical education,and vigorously develops the three elements of sports ability,healthy behavior and sports morality under the overall framework of core literacy,and gradually forms a correct outlook on life,values,cultivates good sports morality and the ability to deal with complex problems.Therefore,the effective implementation of the new physical education curriculum standards will directly affect students’ physical and mental health,as well as the development of physical education and health courses in the next 10 years or even longer.This paper aims to conduct an in-depth investigation and analysis of the implementation and evaluation status of the new physical education curriculum standard in junior high school,and find the direct interference factors of the implementation of the new physical education curriculum standard through the organic combination of policy implementation evaluation and performance evaluation,so as to construct a set of evaluation models and index systems that conform to the current status of the implementation of physical education and health curriculum in junior high school.With the help of the technical guidance of the evaluation model and the index system,the problems in the implementation of the new physical education curriculum standards in each junior high school are identified,and the problems are reflected and summarized and improved with reference to the indicator dimension of the performance evaluation system,so as to promote the more effective implementation of the new physical education curriculum standards in junior high schools in various places.The paper takes the performance evaluation of the implementation of the new sports curriculum standards in junior high school as the research object,and adopts the methods of literature review,questionnaire survey,Delphi method method,analytic hierarchy process,and mathematical statistics to investigate and summarize the implementation of the new sports curriculum standards of five key junior high school sports teachers in Fuyang urban area and surrounding areas,and then constructs the performance evaluation model and index system of the implementation of the new sports curriculum standards in junior high school.First of all,it summarizes the collation of a large number of relevant literature,the summary of the theoretical basis of the model,and the three rounds of Delphi method index scoring of10 experts and their modification opinions.Secondly,refer to the average value and coefficient of variation of the indicators to add,delete,and modify them.Finally,a set of performance evaluation indicators system for the implementation of the new physical education curriculum standards in junior high school,including 3 first level indicators,10 second level indicators,and 67 third level indicators,was summarized.Using Analytic Hierarchy Process to layer the indicator system,construct a judgment matrix,calculate weights,and verify consistency,ultimately obtaining a scientific and reasonable indicator weight coefficient.Based on the performance evaluation model and indicator system constructed in the article for the implementation of the new junior high school physical education curriculum,combined with the current development status of junior high school physical education curriculum in China,the following research conclusions are drawn:(1)The main problem in the current situation of the implementation evaluation of the new physical education curriculum is that the promotion of the new physical education curriculum in the current stage is insufficient;Inadequate interpretation of new content,new objectives,new teaching methods,and evaluation mechanisms;The overall quality of the teaching team is not high,and the teaching methods are single,and the understanding of the new physical education curriculum is vague.(2)We have constructed a performance evaluation model based on the theories of multiple intelligence,constructivism,and humanistic learning.(3)Guided by the overall framework of the model and combined with the feedback from multiple experts’ questionnaires,a performance evaluation index system for the implementation of the new physical education curriculum standard in junior high school has been developed,providing technical assistance for the in-depth exploration of the implementation effect of the new physical education curriculum standard.(4)In the weight calculation of the indicator system,the "execution" weight coefficient in the first level indicator is 0.53896,fully establishing the core position of the execution level in the overall implementation process of the new physical education curriculum standard.The school level,educational practice,and teaching literacy in the secondary indicators have higher weight coefficients compared to other indicators,and it is necessary to continuously strengthen policy implementation in these areas.
