Since the revision of the National Standards for Physical Fitness of Students(hereinafter referred to as the " Standards")in 2014,it has been implemented in schools across the country for five years.Due to the influence of the economic and educational development level of each place and the actual situation of each school,the implementation effect of the standards varies greatly among different schools.As a special teaching content,the implementation effect is influenced by many factors,including the organization and management level of the school,the standardization of the standard test process,and the society,schools,parents and students themselves.The degree of emphasis,the quality of school physical education and physical activity development,and the conditions of the school’s sports facilities.At present,the research on the implementation effect of the Standards is mainly evaluated from the perspective of the student’s physical test results,the evaluation results are inaccurate,and it is difficult to determine the specific reasons leading to this result.Therefore,in order to establish a better evaluation method for the implementation of the “Standards”,this study draws on the relevant theories of effect evaluation,combines the implementation of the “Standards” before,during and after implementation to establish a set of “Standards” implementation effects.And the effectiveness of the model is tested by empirical research.This study systematically analyzed various factors affecting the implementation of the Standard and the positive influence from the implementation of the "Standards" through questionnaire survey,Delphi method,literature data method,analytic hierarchy process and fuzzy mathematics.After two rounds of expert consultation,the evaluation model of the implementation effect of the “Standards” of colleges and universities in Hubei Province was constructed,and the model was used to empirically demonstrate the overall implementation of the “Standards” of universities in Hubei Province and the implementation effect of the “Standards” of the China Three Gorges University.The results were summaried as following.1)After two rounds of expert consultation,a evaluation effect index system for the implementation of the standards consisting of five first-level indicators,16 second-level indicators and 61 third-level indicators was constructed.Among them,the first-level indicators include five indicators: “organization and propaganda”,“student attitude”,“sports teaching and sports”,“conditional guarantee” and “physical test results”.2)The weight of each index in the evaluation system of the implementation of the Standards is determined by analytic hierarchy process,and the basic information of the implementation effect of the Standards in some universities in Hubei Province is obtained by questionnaire survey method.Then the comprehensive evaluation model is constructed by using the method of fuzzy mathematics analysis,and the comprehensive evaluation of each index is made.3)Through empirical research,we learned about the implementation effect of the “Standards” of universities in Hubei Province and the China Three Gorges University.The results show that the implementation effect of the "Standards" of the China Three Gorges University and Hubei Province is generally good,in line with the requirements of the state regulations.4)From the overall situation of Hubei Province,only "students participate in sports competitions independently","venues open to students" and "venues and equipment complete to meet the needs of testing" belong to the medium level,the remaining indicators are good.5)The comprehensive evaluation results of the indicators of the China Three Gorges University are all good,indicating that the China Three Gorges University is strictly implemented in accordance with the "Standards" and has balanced development in all aspects.6)According to the implementation status of the “Standards” of universities in Hubei Province and the China Three Gorges University,some suggestions are proposed for different issues in order to further improve the implementation effect of the Standards.In a word,the evaluation system of the implementation effect of the Standards constructed in this paper can reflect the microcosmic differences of various indicators more comprehensively.The evaluation indicators are comprehensive and objective,and the evaluation results are reliable.It is helpful to provide targeted management suggestions for sports education management departments.This research has certain theoretical significance for the basic theoretical research of physical education and school sports management,and also enriches the evaluation theory system of "Standards".It also has practical application value for colleges and universities to implement the national education policy and improve the teaching management level. |
