The provincial higher education plan plays an important role in guiding and promoting the construction of higher education in a province.Among them,quantitative indicators are an important part of the plan and also the key to the implementation of the plan.At present,the use scope and quantity of quantitative indicators in the planning of provincial higher education in China have gradually expanded,but some problems have been exposed in the use process.It is of great significance to summarize the use of quantitative indicators of provincial higher education planning in the past period,analyze the problems and give corresponding optimization suggestions,which will help make the planning more scientific and effective and accelerate the realization of high-quality development of higher education.This study collected a total of 122 provincial education plans from 31 provinces during the "11th Five-Year Plan" to "14th Five-Year Plan" period,and collected 3605 quantitative indicator data related to higher education.First of all,the use of quantitative indicators in provincial higher education planning is preliminarily analyzed from three aspects: the overall use of quantitative indicators,the completion of major development indicators and high-frequency vocabulary.Secondly,the K-means clustering method in text mining technology is used to cluster quantitative indicators based on content.The quantitative indicators are divided into eight categories: overall development indicators,teacher training indicators,foreign exchange indicators,discipline and specialty construction indicators,scientific research and innovation indicators,talent training indicators,university construction indicators,and higher vocational development indicators,and the use of each category of indicators is analyzed.On the whole,the quantitative indicators of provincial higher education planning have the following problems:(1)The systematization of quantitative indicators needs to be improved.(2)The establishment of quantitative indicators should pay more attention to the sustainable development of higher education.(3)The supervision mechanism for the implementation of the provincial higher education plan needs to be improved.(4)The scientific and objective understanding of the meaning of indicators needs to be strengthened.(5)The standardization of quantitative indicators needs to be improved.The possible reasons for the problems are: insufficient research and understanding of quantitative indicators,utilitarian impact of quantitative indicators,insufficient attention to the bounded rationality of planning implementation,and different characteristics of various development fields of higher education.In order to further optimize the quantitative indicators of provincial higher education planning,the following measures can be taken:(1)Actively carry out theoretical research and legislative work related to provincial higher education planning.(2)Optimize the formulation process of quantitative indicators.(3)Improve the provincial higher education plan implementation supervision and assessment mechanism. |
