The balanced development of education is a dynamic development process of the education fair, teaching quality, school characteristics and other elements of the coordinated development by education resource allocation.A dynamic process of changing, along with competition and cooperation between elements within the education system and is a constantly moving forward and variable balance. From the balanced development of compulsory education become China’s current major policy issues, the Ministry of Education with the exception of Hong Kong, Macao and Taiwan regions of the country 31 provinces(autonomous regions, municipalities)signed a Memorandum of balanced development of compulsory education, link to promote balanced development.Strengthening provincial overall planning to promote balanced development of compulsory education, the provinces(autonomous regions,municipalities) based on national policy guidelines for the fair and the quality of basic orientation, from school hardware facilities, faculty, and other monitoring and evaluation the plan put forward specific measures. The comparison of these specific measures provide a reference to the provinces to take to get a successful experience,analysis of the difficulties encountered and their causes.Usually, provincial promote balanced development of compulsory education from three aspects, the construction of standard schools, the rational allocation of teacher resources and the innovation of school management. The construction of Standard schools was written in the Memo to improve the basic conditions for running schools. Provinces have enacted the basic standards of running compulsory school,and develop specific implementation plans. According to the reality, standards are different, the coastal economically developed provinces more demanding, more educational philosophy, school characteristics, such as provision of software.The balanced development of compulsory is facing a major problem that the teacher resource are uneven, the specific performance is urban teachers generally higher quality than teachers in rural areas. To improve this situation, many aspects of fostering, training, distribution, management are adopted such as a free education for normal students training, preparation of standard unified urban and rural teachers,implementation of rural teacher training, to strengthen the exchange of teachers and many other initiatives.Innovation of schools management model is an important move in recent years to crack the problem of transition focus of the advantages of resources,school district management, joint schools, tied the school, delegated administration,group and other forms of school are trying out, and acquired lots of successful experiences.Recently, the level of the balanced development of compulsory education between regions further improved, many counties(cities, districts) are supported by the national basic balanced development of compulsory education identification County. The level of overall balanced development of compulsory education in Hunan Province in the middle reaches of the country, to learn from other provinces can further promote the balanced development of compulsory education, through the improving of compulsory schools standards, the standardization of teacher training and so on.
