Since the reform and opening up,China has rapidly built the world’s largest higher education system,and China’s higher education has entered the universally acknowledged popularization stage.Along with the journey to build China into a modern socialist country in all respects,high-quality development has become the primary task of China’s economic and social development.As a key force to support national scientific and technological innovation and talent construction,the quality of higher education plays an important role in achieving high-quality development of China,and improving efficiency is the key to improving the quality of higher education.On the other hand,due to the long-term implementation of the "two-level management,province-based" higher education management system in China,the provincial higher education system has become an important foundation for China to achieve high-quality development of higher education.However,it faces significant differences in regional development,complex external environment and internal structure,unbalanced resource allocation and other outstanding problems,which seriously affect the efficiency of China’s provincial higher education system.Therefore,how to study the provincial higher education system in China from the perspective of efficiency evaluation,and then analyze its efficiency influence mechanism,and put forward corresponding decision-making reference and management suggestions is of great significance to promote the high-quality development of higher education in China.Based on Data Envelopment Analysis(DEA),an important efficiency evaluation tool in modern decision science,this dissertation studies the influence mechanism of provincial higher education system efficiency in China from the perspective of external,internal and national plans,which considers the realistic background of significant regional differences in the development of higher education in China,aiming to provide decision-making reference and management support for the high-quality development of higher education in China.The main research contents of this paper include:First,in view of the regional differences in the efficiency of China’s provincial higher education system and its external influencing factors,this dissertation constructs a combined technology model based on metafrontier and global reference based on DEA analysis framework from the perspective of regional heterogeneity.This model comprehensively uses metafrontier technology,global reference technology,the ML index(Malmquist-Luenberger),Tobit model,super-efficiency,and SBM model to analyze the efficiency and regional technical differences of the higher education system in Chinese provinces,analyze the external environmental factors of China’s provincial higher education system efficiency,and explore the dynamic evolution of total factor productivity and its driving factors.Finally,based on the conclusions of the research results,policy recommendations are proposed to improve the efficiency of China’s provincial higher education system.Second,in view of the complex internal structure of China’s provincial higher education system,this study expands the single-stage system to the network system on the basis of considering regional heterogeneity,and proposes a double-frontier parallel network DEA model based on the metafrontier.The model extends the metafrontier technology to the parallel network system.At the same time,the double frontier DEA is used to describe the system efficiency and subsystem efficiency,which can find out the source of inefficiency in the system.Finally,based on the data of provincial higher education system in China,the proposed model is applied to the empirical analysis of the efficiency of provincial higher education system in China,and then provides a differentiated efficiency improvement strategy for the inefficient higher education subsystem.Third,aiming at the problem of centralized resource allocation in China’s provincial higher education system,this study integrates the evaluation of higher education efficiency and resource allocation into a research framework on the basis of considering regional heterogeneity,and studies the allocation of centralized incremental resources of higher education with the goal of maximizing system efficiency.A centralized resource allocation model of higher education based on metafrontier is proposed.The centralized resource allocation problem with variable total input resources is explored.Finally,the proposed model is applied to the distribution of China’s college entrance examination enrollment plan,and relevant policy recommendations are proposed.The main contributions of this dissertation are as follows:(1)Based on the realistic background of China’s "two-level management,province-based" higher education management system,this paper takes the provincial higher education system as the research object,takes into account regional heterogeneity,and studies the efficiency influence mechanism of China’s provincial higher education system from three aspects:external,internal and national plans,which provides a new management and decisionmaking perspective for the high-quality development of China’s higher education.(2)In terms of research methods,this dissertation proposes a series of improved DEA models based on the metafrontier theory and existing research,and applies them to solve the hot issues related to higher education in China.(3)this dissertation takes higher vocational education as the evaluation object into the provincial higher education system for the first time,and incorporates international exchanges and cooperation into the evaluation index system,which not only broadens the connotation of the research object,but also enriches the evaluation index system of higher education efficiency.It is a useful supplement to the research on the high-quality development of higher education in China.
