A heterarchical systems thinking approach to the development of individual planning and evaluation to synergize strategic planning in higher education practice

This study's purposes were to examine the current state of strategic planning in higher education and suggest an improved and more effective model. The study included the development of a strategic personal planning process and human resource evaluation system integrated within a three level model of strategic planning. The research demonstrates the effectiveness of cross-institutional heterarchical strategic planning.; Research questions were designed to determine the need for the development of a personal planning system, the gaps in existing planning processes, and the literature to assist in the development of a new strategic planning model. The research determined if similar planning practices existed, the appropriate design and development elements of personal planning, and the components of a workbook designed to develop and align individual values and goals with the organizational mission, values, and goals. The research revealed the components of a positive employee appraisal system, the criteria necessary for implementation of a personal planning and evaluation system, and leadership skills necessary to implement a contemporary strategic planning process.; The procedures included an evaluation of the existing planning structures, literature review, establishment and validation of criteria, development of the personal planning process and appraisal system, and the development of a triadic planning organigraph. Outcomes included the development of a process workbook designed to implement the formulation of new leadership practices and the integration of individual and institutional goals.; The study concluded that the planning process would serve as a model for implementing and unifying the strategic organizational and departmental plans, and that the evaluation (appraisal) system coupled with personal planning should lead to cross-institutional mission integration. It was recommended that the process be implemented, that general distribution of the process occur, that on-going evaluation of the process emerge.; The study will be disseminated at national conferences in FY 2001–2004, and through the development of a manuscript for publication by 2002. The study provides a set of valuable insights for the renewal of strategic planning models and systems in contemporary higher education institutions.
