Higher education policy is the relevant state departments or relevant institutions of higher education in different periods,for the development of the country and the improvement of national education level and published authority documents,can reflect a temporary government of the development of higher education,its core content and action orientation can also for the next development of higher education in quality and scale to provide macro guidance.During the 13 th Five-Year Plan period,after the state issued a number of reform requirements for the field of education and teaching,China’s higher education has thus entered a stage of rapid development.The gross enrollment rate increased from 40% in 2015 to 51.6% in 2019,and the total number of students reached 40.02 million,and the largest higher education system in all countries has been established.However,there are still problems such as large gap between different regions and low efficiency of resource allocation.To further promote the development of higher education system,policy is the most important institutional guarantee.The effective formulation of higher education policies during the 14 th Five-Year Plan period can better solve the contradiction in the deep water area of reform.Therefore,it is of great practical significance to study the text structure and implementation efficiency of the higher education policy released during the 13 th Five-Year Plan period,and to put forward the next step of the higher education policy development strategy.This thesis takes the higher education policies issued by the central level during the 13 th Five-Year Plan period as the main body,and realizes the comprehensive research on the theme of higher education policy at the macro level and its evolution over time,policy quantitative evaluation and policy input-output efficiency.The main work is divided into three parts: first,in the magic weapon website of Peking University to claim the higher education related policies and text pre-processing,After the establishment of LDA theme model,the theme content of China’s higher education policy during the 13 th Five-Year Plan period and its change effect over time,Thus grasp the development line of higher education policy system;Secondly,establish a PMC policy evaluation index model on the basis of known policy themes,Selected 10 policy samples to conduct empirical research on the quantitative evaluation of China’s higher education policies;Finally,on the theme of the highest scoring policy,"Scientific and technological innovation achievements",Based on the DEA-Malmquist model,the input-output efficiency of scientific and technological achievements of provincial universities in the 13 th Five-Year Plan period was studied.The study found that in recent years,higher education policies on talent training system,scientific and technological innovation and college enrollment system still need to be further improved;higher education policy completeness and innovation,but the formulation process needs to optimize the publishing organization,policy nature,area of action and policy means;after the promulgation of relevant policies,policy implementation efficiency in 31 provinces,the overall improvement of comprehensive efficiency growth is stable,but there are obvious regional differences.In order to improve the policy system of higher education scientifically in China,this thesis proposes: further promote the teaching reform of higher education,improve the coverage of policy content,optimize the policy means of higher education,expand the scope of policy function;follow the principle of input-output,and implement relevant policies of higher education research according to local conditions.
