Recently, It has made much progress in compulsory education in rural areas, but there is huge differences among regions in nature, economy and social cultural conditions ,which influenced the balance development among regions and caused it very complicated. The author suggests that the government should adopt different education policy according to the different regions in rural areas. Developing compulsory education in rural areas and promoting balance and harmonious development among the regions is the necessary requirement of building harmonious society as well as effective measures which promote society fair .The article from the vision of compulsory education in rural areas, on the basis of the theory of region and education management, according to the characteristics of regional economy, geography position and education in rural areas, divided our country education region in rural areas into eastern region, middle part, western region and priority development in education, and summarized and compared the present and past on the compulsory education management system in rural areas which included education administrative system, running a school system, investment system and school management system. According to the above analysis, the author put forward the model of compulsory region management in rural areas and some countermeasures for implementing these models. The approaches of this papers included the methods of literature analysis, data analysis and comparisons.The article is divided into six parts. Part I: Foreword: First, The author introduced the background and meaning which including the important position and present views of compulsory education in rural areas; The author commented briefly the present management system of compulsory education and the practical on foreign regional education as well as the meaning of researching. Second, the author introduced the methods of researching and some thoughts.Part II: Theory gist. According to the analysis and comparison on the definition of region, it introduced two groups of concepts including economical region and regional economy as well as education region and regional education, which related with our research. The theory of regional economy and regional education development were discussed on the basis of the above descriptions. Besides,the compulsory education region management in rural areas is closely linked with the building in society and economy as well as the practical situation in rural areas. Therefore, the theory of building socialism harmonious society and socialism new rural as well as the theory of balancing regions development and region science development is the strong theory basis for implementing region development in compulsory education in rural areas.Part III: The present gap among different regions of compulsory in rural areas. First, this part discussed the definition of the gap in rural compulsory education. The boundary of compulsory education regional management in rural areas was referred to the boundary of compulsory education in rural areas as well as the contents and the bounding way. Second,this part analyzed the research present of the gap among different regions and explained analysis factors which is adopted in the data analysis.Third, it also expatiate the present of the compulsory education in rural areas by comparing the gap of the data among regions from the year of 2003 to the year of 2004 and analyzing literately the situation between the year 2005 and 2006.Part IV: The evolution and analysis on educational management system. This part mainly summarized and analyzed the history and actuality about education administrative system, running a school system, investment system and school management system in order to provide the use for reference for the model of regional management.Part V: Model and Countermeasures. First, This part put forward the model of regional management of compulsory in rural areas after analyzing comprehensively the past and present. Different parts in China have their own model on education administrative system, running a school system, investment system and school management system. Second, The author put forward some countermeasures in order to ensure implementing the models.Part VI: Conclusion. The author realized deeply that it is very important for implementing different management systems among different regions to quicken the development of the compulsory education by the view of the author's analysis and research. At the same time, all kinds of difficulties and obstacles which can be met have been realized deeply by the author.
