Research On The Operation Of Public And Private Community Smart Home Care Service Platform

With the modernization of national governance system and governance ability,the government gradually transfers the affairs and technical work to the market and the society.In addition,the elderly population base is increasing and the growth rate is accelerating,the "public private" urban community smart home care service mode to participate in social governance brings new opportunities.As an innovative social governance model,"public and private" can realize the organic combination of state-owned capital investment capacity and private capital operation mechanism,and play an important role in meeting the public’s diversified demands for social public services and undertaking government transfer functions.The traditional public and private institutions for the elderly can not meet the current demand for the elderly.Under the current situation,the "public private" model participates in the supply of smart home care in the urban community,and can actively deal with the pressure of aging in our country.X District Community Smart home Care Service Center of Huangshi City started to carry out community smart home care service in March 2019.It is a typical representative of the "public and private" mode in Huangshi City to participate in community smart home care service.After more than four years of development,it has achieved certain results and wide praise from all walks of life,and gradually won the recognition and trust of residents.The "public and private" mode of the community smart home care service center in District X mainly shows the following characteristics:first,it undertakes part of the administrative functions of the care service transferred by the government and the community;Second,the cooperation with the government is the result of mutual need;Third,the rights and responsibilities of the elderly care service supply are clear.At present,the "public and private" mode has made some achievements in participating in community smart home care services.However,the author finds that the problems such as insufficient government governance resources,passive management of private parties,and lack of evaluation and supervision are still hindering the "public and private" mode to play a better role in urban community smart home care services.The author will use the method of participatory observation and interview to analyze and study the "public run private" mode of community smart home care service center in District X,and put forward targeted countermeasures and suggestions,so as to provide beneficial help for promoting the "public run private" mode to participate in the supply of smart home care in urban communities.
