The sixth National Census shows (6th N) that, until2010, China’s population is about1.34billion, which about178million over60years old, and about6million over65years old, and with a sustained growth rate of800million average annual. According to "6th NC " supplementary investigation shows that, in urban and rural areas, the proportion of empty-nesters were49.7%and38.3%. As can be seen from the "6th NC " data, Although China’s aging status not to mention severe, but because some of the factors that can be expected, such as the population control policy, changing perceptions of fertility, as well as other factors of the economic and social dimensions, in the foreseeable future, the problem of aging will become the focus of attention in a longer period of time, and it will also test the wisdom and ability of the party and government.Because of historical reasons, Centralized old caring mode developed at a relatively low level in a very long time. It’s too simple and lack of effective management, practitioners of old caring are unprofessional, coupled with the impact of China’s traditional culture of filial piety, traditional home caring is still the main choice of the Aged in China. For the above reasons, public opinion and the general public psychology on the behavior of let their parents into the old caring agency was generally more inconsistent. Public opinion and public psychological centralized old caring is still a lack of correct understanding, often wrongly equated to centralized old caring and institutional old caring. This cognitive bias is counter-productive in the development of the old caring cause, become another restricting our focus on old caring mode of development in addition to the inherent lack of demand outside the main factors. In the <The Origin of the Family, Private Property and the State>, which discusses the basic law of the social development, Engels referred to in the future social and public child-rearing and support for the elderly, with the continued development of the aging, the new era of small-scale family structure will face serious challenges in terms of old caring resources or old caring cost, especially in the growing number of the "421" structure of the family, even with the constraints of the traditional moral and ethical, objectively old caring is also very difficult to simply think that is a personal affairs. From the real situation of China, there is no serious contradiction between supply and demand of the old caring system.because most of the ’50s and ’60s-born population have no such needs, the contradiction of old caring needs between supply and demand is expected in the family planning program introduced after young people need to do their duty when concentrated burst out. At that moment, the traditional family pension would certainly be difficult to sustain. In fact, Centralized old caring model is varied, not the only the caring institution, the logical relationship between the two concept upon is included and contains. In the foreseeable future, with the aging to promote the increase of the rigidity of demand, the choice of the people on the pension model become more rational, centralized old caring model in China is bound to have a leap-forward development. This thesis is given to focus on the new old caring model, through the literature analysis, summary of method, combination of qualitative and quantitative analysis, focus on the successful experience of the old caring model from abroad, and with China’s actual situation, conducted in-depth study the centralized old caring model on China "e empty nesters".
