Cadre education and training is the leading,basic and strategic project of cadre team construction.With the development of Internet and other information technology,the value and role of cadre e-learning are increasingly prominent.Academy-A was set up officially by the Central Committee of the Communist Party of China on January 13,2006,as a national cadre education and training base.Facing the development of Internet and other new technologies,Academy-A positively explores and develops e-learning service.This paper focuses on the practice of e-learning platform construction of Academy-A,and uses the project control theory of the project schedule,project quality,project stakeholder to carry out case study.This paper describes and analyzes the problems in technology development,curriculum resources construction and online-class release,which aims to improve the project management level of e-learning platform construction of Academy-A.Meanwhile,it can provide decision-making reference for the work of cadre e-learning and even more for enterprises and institutions to build up e-learning platform.Firstly,this paper introduces the construction of e-learning platform of Academy-A from the background of Academy-A,industry and project construction.Then,through the three typical cases,this paper describes three problems,including technical development problems occur frequently,poor quality of curriculum resources construction,online-class release accident.Next,combining with project management theory,the reasons of the problems are as follows: the lack of effective progress control means in technology development,lack of quality control measures in the construction of curriculum resources,insufficient identification and control of stakeholders.Finally,combining with the actual situation of the construction and development of Academy-A’s e-learning platform,this paper proposes the solution.The first is to make technical development schedule by level and classification,and to establish work contact list in order to guarantee the key development projects,and to implement technical development result assessment based on responsibility distribution matrix,so as to realize the effective control of technical development progress.The second is to implement curriculum quality control based on PDCA cycle,and to establish a resource quality evaluation mechanism based on the satisfaction of trainee,so as to achieve the goal of improving the quality control of curriculum resources construction.Third is to accurately identify stakeholders based on demand,and to continuously follow up stakeholder engagement based on engagement evaluation matrix,so as to achieve effective control of stakeholders. |
