Study On The Construction Of Practical Rural Talents In Anhui Province Under The Rural Revitalization Strategy

Agriculture,rural areas and farmers is fundamental to China’s national economy and people’s livelihood.This view was reiterated in the report to the 19 th National Congress of the Communist Party of China.And that we must always give priority to solving these issues in the work of the Entire Party.At present,China is moving towards the second Centenary Goal.To achieve comprehensive rural revitalization and industrial development,talents are the key,and practical talents in rural areas,in particular,play an important fundamental role.The Party and the government further realize the importance of Rural practical talents in practice,the construction of rural practical talents as an important work in the process of realizing the rural revitalization strategy,and have issued a series of related policies have been introduced to support it.For a long time,in the training of rural practical talents,governments at all levels have carried out active exploration and practice,accumulated rich practical experience,laid a talent foundation for rural economic and social development,training a large number of rural practical talents.But facing the new demands of a new age,there is still a big gap in rural practical talents.The team structure is not stable,the overall quality level is not high.Hence,We have to solve this problem as soon as possible problem of team construction of rural practical talents and improve the path of team construction of rural practical talents,What is conducive to promoting transformation and upgrading rural industries and thus promoting the realization of the goal of rural revitalization.Through reading a large number of existing literature,Based on the background of rural revitalization strategy and the actual situation of agriculture and rural areas in Anhui Province,This paper adopts interview method and survey method understand the current situation of agriculture and rural areas in Anhui Province rural practical talents in Anhui Province.According to the construction of the teamwork problems and reasons,we have a relevant proposal.This is divided into five chapters.The research background is mainly described in chapter one,purpose and methods,and collates domestic and foreign literature on rural practical talents.The definition and relevant theoretical basis of rural practical talents are mainly elaborated in chapter two.The third chapter analyzes the statistics provided by the Ministry of Agriculture and Rural Affairs of Anhui Province to grasp and summarize the current situation of talent.Relevant policies and main practices of rural practical talents construction;The fourth combines the above analysis and survey results,discusses the cultivation of practical talents in rural areas,the existing talents,and rural revitalization policies are difficult to meet the needs,the organization and management system is complete,the education and training system is not sufficient,there are no laws and regulations,the evaluation system is not scientific,and Nor did the improvement of the compensation incentive system been found.It is mainly caused by insufficient government attention,low marketization allocation,insufficient capital investment,and low attractiveness of the grassroots environment.The fifth chapter analyzes the above problems and causes,Anhui province’s rural practical talent team construction,strengthen the idea of talent support agriculture,management service platform construction,education and training system sound,as long as the evaluation system optimization,improve the incentive mechanism,the need for rural development environment optimization suggestions and countermeasures.
