Study On The Construction Of Rural Practical Talents Team In Wencheng County,Zhejiang Province

On October 18,2017,the report of the 19 th National Congress of the Communist Party of China proposed to implement the strategy of Rural Revitalization.To implement the strategy of rural revitalization,farmers are the main body and talents are the key.Rural practical talents are the main force to enhance the vitality of rural development and develop rural economy.At present,it is a critical period to promote rural revitalization.To further strengthen the construction of rural practical talents under the new situation and better play the role of rural practical talents is not only the need of talent work facing the new situation,but also the need of implementing the Rural Revitalization Strategy.Based on the detailed investigation of the current situation of the construction of rural practical talents team in Wencheng County,Zhejiang Province,this study fully understands and draws lessons from the relevant experience and typical practices at home and abroad,analyzes the problems and constraints in the construction of rural practical talents team in Wencheng County,and puts forward countermeasures and suggestions to promote the construction of rural practical talents team in Wencheng County according to the actual situation of Wencheng County.The full text is divided into five parts,the first part describes the research background and relevant significance,on the basis of mastering the relevant research theories at home and abroad,clear research content,methods and innovation.The second part,on the basis of defining the concept of rural practical talents,analyzes the connotation,characteristics and main types of rural practical talents,and fully excavates the practical experience and typical practices about the construction of rural practical talents at home and abroad,so as to provide a solid theoretical and practical basis for further research on the construction of rural practical talents in Wencheng County.The third part focuses on the investigation and understanding of the current situation of the construction of rural practical talents in Wencheng County,including the basic situation of rural practical talents,specific practices,development needs and construction objectives analysis.The fourth part analyzes the problems and internal reasons in the construction of rural practical talents team in Wencheng County.The fifth part,in view of the problems and causes found in the front,drawing on theadvanced experience and typical practices at home and abroad,puts forward some practical suggestions for the construction of rural practical talents team in Wencheng County from the top-level design,talent introduction,talent cultivation,talent utilization,talent retention and other five levels.
