Employment is the greatest livelihood,and in the process of national transformation and innovation of state-owned enterprises,as well as economic and social transformation and upgrading,it has led to a certain number of laid-off and unemployed people.For laid-off and unemployed individuals,their degree of reemployment not only affects family income and happiness levels,but also affects the stability and development of society and the government.High quality employment is the most concerning and practical issue for laid-off workers.As a forestry region,the employment of surplus workers in Yichun City is particularly important after the cessation of forest and timber logging.Faced with the single industrial form and increasingly complex and severe employment situation in Yichun City,there is insufficient momentum to promote the reemployment work of laid-off and unemployed people.The optimization of reemployment policies for laid-off and unemployed people in Yichun City is an urgent problem to be solved.This article is based on relevant public policy theories such as the Smith model,and uses literature research and questionnaire survey methods to explore the four dimensions of policy formulation,implementation subjects,target groups,and execution environment.Through a survey of 275 laid-off unemployed individuals,the problems in employment policies and their implementation for laid-off unemployed individuals are discovered,and the reasons for the problems are analyzed,Provide feasible suggestions for improving the reemployment policies and their implementation for laid-off and unemployed individuals.The main content and research conclusions of this article are as follows:(1)There are problems with the employment policies and implementation of laid-off and unemployed personnel.Taking the reemployment policy for laid-off and unemployed people in Yichun City as the research object,there were 178000 laid-off and unemployed people during the implementation of the Tianbao Project.The average age at the time of laid-off was around 36 years old,with males accounting for about 60%.Most of the people had education below vocational school,and most only mastered wood harvesting and processing skills,with little understanding of other industry skills.Up to now,more than 90% of people have enjoyed the benefits of employment policies,but their employment income is mostly below the per capita income level in Yichun City,and their income is generally low.They are mostly short-term employment,temporary employment,and part-time employment.Nearly one-third of people have retired or are about to retire,and two-thirds of people still need to solve employment problems.Laid-off and unemployed people are still the key group to solve employment problems.Through in-depth analysis of the implementation effect of employment policies in Yichun City,it was found that there are problems such as low quality of reemployment policies for laid-off and unemployed individuals,inadequate policy implementation,poor reemployment effect for laid-off and unemployed individuals,and external environment resistance to employment implementation.(2)Analysis of the reasons for the problems in the implementation of re employment policies.Through analysis,it was found that the main reasons include: unreasonable policy content,incomplete policy supporting measures,low level of policy implementation entities,poor channels for policy information dissemination,outdated ideological concepts of laid-off workers,single professional skills of laid-off workers,discrimination against laid-off workers by enterprises,and limited employment opportunities.(3)Suggestions for improving reemployment policies and implementing them.From the perspective of policy formulation and policy implementation by grassroots government departments,four suggestions are proposed to optimize the reemployment policy for laid-off and unemployed personnel,including improving the reemployment policy for laid-off and unemployed personnel,improving the business level of policy execution entities,enhancing the reemployment ability of laid-off and unemployed personnel,expanding employment space,and optimizing the policy execution environment for laid-off and unemployed personnel.This includes improving the targeted nature of policy formulation;Improve supporting policies for the reemployment of laid-off and unemployed personnel;Improve public employment service insurance.
