The report of the 20 th Party Congress points out that education is a major national plan,and we should adhere to the priority development of education,accelerate the quality and balanced development of compulsory education and the integration of urban and rural areas,and optimize the allocation of regional educational resources.At present,there are still problems such as the weak foundation and backward development level of education in the border ethnic areas,which are not conducive to justice and fairness in education and the protection of the education rights of school-age children in the border ethnic areas.Therefore,it is particularly important and urgent to make up for this "shortcoming",which is also the focus and entry point of this study.Based on the theory of equalisation of basic public services,the theory of collaborative governance and Maslow’s hierarchy of needs,this paper studies the development of boarding schools in townships in ethnic areas in border regions,using literature,survey and field research,and data analysis.The study also examines the problems faced by boarding schools in Yunnan Province.The author provides a systematic and comprehensive analysis of the internal and external factors causing the problems,and discusses how to optimise the allocation of resources to boarding schools in rural towns in ethnic areas,improve the management level of boarding schools in rural towns in ethnic areas,improve the quality of teaching in rural towns in ethnic areas,scientifically address the physical and psychological problems of boarding students in rural towns in ethnic areas,reasonably formulate the assessment mechanism of boarding schools in rural towns in ethnic areas,and establish a mechanism for the assessment of schools and teachers in rural towns in ethnic areas.The assessment mechanism for teachers in boarding schools in rural towns in ethnic border areas,and the establishment of a collaborative mechanism between schools,families,government and society,with a view to promoting the development of boarding schools in rural towns in ethnic border areas.The article closely follows the public policy of township boarding education,highlights the typicality,representativeness and objectivity of the research object,strives for the authenticity and reliability of the research results,highlights the practical value of the countermeasure suggestions,and provides certain policy guidance and decision-making reference for the development of township boarding schools in border ethnic areas.
