In multi-ethnic countries it is of great practical significance for border and minority area that how to coordinate the relations between minorities’ ethnic identity and national identity in the process of governing frontier areas, to properly handle ethnic contradictions, to safely guard national unity, and to maintain social security and stability.This paper choose A village, KaShi, Xinjiang Provence as research point, mainly use the method of normative combining and empirical analysis to observe the exact status of Uygur peasants in rural areas of Xinjiang about their ethnic identity as well as national identity, and the roles that these two identities played in the process of governing village from the aspect of identity, and systematically investigate A village, KaShi, Xinjiang Provence from the aspect of the influences that geographical conditions, economic condition, religious culture, Social networking and so on made on their ethnic identity, and how to govern village under the interaction between ethnic identity and national identity.This paper argues that the ethnic identity and national identity of peasants in border and minority areas during governing the village are not always conflict and confront, there is also coordination between them.In the complex environment of maintaining social stability in Xinjiang, the two identities of peasants should be fully coordinated in developing the village, we cannot blindly emphasized peasants’ national identity with ignoring their belonging and feeling to ethnic identity as members of ethnic communities, also cannot let peasants put their ethnic identity over national identity. The process of governing village requires the timely adjustments of these two identities, we need to admit the history of their ethnic identity, respect and protect their culture, but also should timely strengthen the ethnic community members’ sense of identity and belonging to our country.
