As an important social issue,the problem of vagrant begging has been discussed and studied by scholars around the world,especially in the city,many vagrant beggars who are stranded in the city and do not want to leave,as an alternative social phenomenon,has attracted a lot of social attention.From the "Sun Zhigang Incident" in 2003,the "Measures for the Rescue and Management of Vagrant Beggars with No Means of Living in the City" was promulgated;In2014,the State Council promulgated the Interim Measures for Social Assistance and in August2020,the State Council issued the Opinions on Reforming and Improving the Social Assistance System,which pointed out that social assistance is a thorough and institutional arrangement for social stability and an important measure of social fairness and justice.According to a series of guidelines and policies issued by the central government,some cities and regions have also begun to explore the local rescue dilemma,whether it is the change of the aid management station itself or the progress of social work intervention methods,which is a good momentum to keep pace with the times.Through the selection of topics,it is found that in the process of social assistance policy reform,the connotation of social assistance has been expanded and extended at a deeper level,but in the daily assistance of aid management stations,the connotation of the policy has not been effectively played,and the social assistance methods and concepts have always stayed in the early dimension of economic assistance,only in order to achieve the purpose of social stability.In addition,there is also a lack of pertinence from the perspective of youth groups in the subject of intervention.In summary,in the past,social assistance was difficult to solve the problem of individualization and complexity of urban vagrants,that is,the aided persons,which is the crux of this paper’s discussion of this topic.In this paper,through the research of Shenzhen B rescue management station,literature research method,participatory observation method and semi-structured interview method are used to carry out the investigation and research.On the one hand,through the existing literature and interview materials of the aid management station on the aided persons and station staff,supplemented by the most cutting-edge literature at home and abroad,it is consulted and researched;On the other hand,it goes deep into the daily rescue process of the aid management station,from the perspective of social exclusion theory,the case intervention method of the crisis intervention model is used to help urban youth vagrant beggars solve their dilemma caused by social exclusion,and through the above methods,in order to achieve the theoretical value research of social exclusion theory and the effective practical intervention of case social work for this special group of urban youth wandering,in order to promote the rapid development of social assistance social work.This article is mainly composed of five parts,and the full text is about 46,000 words.The first chapter mainly focuses on the research background and significance,literature review,literature review,core concepts and theoretical basis,feasibility analysis and research methods of social assistance in case intervention aid management stations;The second chapter is an analysis of the current situation of Shenzhen B rescue management station;The third chapter is the analysis of the plight of the social exclusion of the recipients of the aid management station;The fourth chapter takes the theory of social exclusion as the perspective to carry out the case intervention and comparative analysis of the crisis intervention model of two typical cases.The fifth chapter focuses on professional reflection on the problems arising from the intervention of individual cases.
