With the rapid development of social economy,urban and rural differentiation,market competition,the lack of security has gradually emerged,which also includes the city begging the question,vagrants and beggars around their home,begging on the streets,not only affect the appearance of the city,also affected the public order and public safety,in this regard,the state issued bailout regulations or regulations relevant to alleviate this problem.However,begging causes of group formation is very complex,not only economic lack or physical defects,but also involves city differentiation,market competition,family factors and personal choice,in the original policy conditions,begging rescue personnel,not limited to solve stray so in recent years,the government promulgated the "Interim Measures" social assistance to encourage social organizations and social forces to participate in social assistance,some of the city’s rescue station began for Vagrants and Beggars of the new attempt and exploration.This article takes the zhangzhou rescue management station as the object to carry out the research.Through the investigation of the basic operation status of the rescue management station in zhangzhou and the project conditions of the service of the social workers,it deepens my understanding and understanding of the work of the rescue management station,and selects the old tramps and beggars and the disabled by participating in the first-line assistance service.Two cases of tramps and beggars to understand the characteristics of the tramps and beggars in zhangzhou,and to intervene in three aspects of the objective support,subjective support and the utilization of social support to help the vagrant and beggars rebuild the social support network,and finally return to the family and return to the society.The study found that the work of the salvage station has a lack of professional personnel,low professional staff,backward assistance,lag in the service concept,the management of the rescue process,the neglect of the real needs of the salvage objects,and the problems that can not be solved in the face of the problems of professional beggars and running stations.Through the practical process and summing up the experience,some suggestions are put forward for the rescue management station from four aspects:the rescue work mode,the professional value concept,the social workers’service and the social strength to provide new ideas and new methods for the rescue management station.
