The Study On The Balanced Development Of Ininner Mongolia County Area

All along, the fairness in education has attracted much attention, especially in recent years, and the gap of compulsory education schools of focus region between urban and rural areas, make the balanced development of education has become a social focus once again. While different places have different levels of economic development, the balanced development of compulsory education in the country overall is more difficult.Therefore, starting from the region to realize the balanced development of compulsory education is the right choice, and the county government as an important role to promote the development of compulsory education. So, make the county as the breakthrough point, to realize the balanced development of compulsory education has become feasible. Therefore, this study put the county as a unit, to discuss the methods and strategies of the balanced development of compulsory education in the county of Inner Mongolia autonomous region."Since 2012, our country promulgated the balanced development of compulsory education supervision and evaluation of the implementation measures in county", in our country, there have been many places had already realized the balanced development of compulsory education, but in Inner Mongolia, although governments at all levels in make every efforts to achieve the balanced development of compulsory education, but the problem is obvious, still needs further promotion to balance the development of the work.The paper based on the specific circumstances of Linhe in Inner Mongolia, based on the analysis of the existing data on paper writing. Firstly, the author finds out the balanced development of compulsory education of the literature and theory at home and abroad. Then the author introduced Linhe in this paper, and according to the "measures" of the assessment criteria, assessed the balance development of compulsory education in this place, to identify the gaps and deficiencies and standards, analysis of the causes of the non balanced development. At the same time, learning from the successful experience of Dongsheng District and BaragYouqi, analysis their Successful places, then put forward the countermeasure, mainly include: to increase financial input in rural compulsory education, improve the stability of funds investment to the compulsory education; to break the two structure in urban and rural areas, increase the income of the farmers; unified standard conditions of compulsory education, balanced allocation of education resources; Establish an exchange mechanism to promote compulsory education, balanced allocation of teacher’s resources. So, we can provide the theory basis to solve this problem.
