This study plans to analysis the weak link from a micro perspective in the current study - the status quotes the study on the county education, especially the differences of teachers in the urban and rural compulsory education within the county is not enough ,taking the county education teachers'status of Zhongyuan District in Zhengzhou City as the case subject. Through surveying the state of the rural and urban teachers of the Zhungyuan District to identify the gap between the urban and rural teachers .. In the light of the actual situation of the education in Zhongyuan District , this paper brings forward recommendations and methods to solve in the county the difference between the urban and rural teachers of compulsory education and to further promote the balanced development of teachers within the county to provide measures and to provide reference method to promote the region's relatively balanced development of compulsory education.This paper has been selected Zhongyuan District in Zhengzhou City to investigate and study the qualifications , age, job title, winning high-quality courses, continuing education, courses of the teachers, the factors constrainting professional development and so on, and outlines the situation on the difference between the urban and rural teachers. In the process of empirical research, the author come to the following conclusion that there is a big difference in all aspects of the urban and rural teachers in Zhongyuan through analysising the status of the teachers. And the imbalance between the urban and rural teachers should not be optimistic. This situation is mainly because of the following points: the development of the urban and rural economy is not balanced; the national and local treat the urban and rural teachers differences policy; it exists the system of key schools currently in Zhongyuan District; the low level of the rural school management restricts to autonomy of the rural teachers'professional development.So, many corresponding countermeasures and advices were advanced on three laies as follows: Firstly, from the governmently, should set up the directional policies and systemes sforzando, increasing the devotiones of education, doing well the programing of balancing development of area teachers, and to advance the level of teacher's pay treatment, especialy, the treatment of rural teacher should higher than the urban teacher's, that is the premising condition of balancing development for the teacher's resource of rural and urban. Another, we should also set up the amounting standard and the evaluating mechanism of balancing developent for teacher's resource, and do well the job of intendance; Secondly, the prefectural education service should defilitude the aim of advancing development of teacher's reasoures and should to increase the construction of diversified systems, such as, cognizancing the teacher's qualification, assessing the system of tetain, teacher's estimating, rewards and punishment and the system of communion, construction of the mechanism for teacher's leaving, and etc. additional, we should deepening the innovation that are system of inner department, and to increace the humanization management of teacher's team, let the rural's primary and high school can tetain the well teachers; Thirdly, rural's school should increacing the construction that can accelerate the growing enviroment of teachers specialization, construct the well atmosphere of schooling human management, to accelerate the professional development of rural's teacher, and to reduce the gap with town's teacher.It hopes that this paper can provide the reference method of the teacher development for the education administrators in Zhongyuan District ,and provide general comments to promote the balanced development of regional teachers for the country in the process of universal compulsory education.
