The Dilemma Of Social Work Organizations Participating In Community Governance Under The Project System And Its Solution

Urban and rural communities are the basic unit of social governance.In order to comprehensively improve the legal,scientific,refined and organized level of urban and rural Community Governance,a large number of guidelines and policies have been issued at the national and local levels.Emphasis is placed on innovating the supply mode of public services,effectively mobilizing social forces,and constructing a multi-level and multi-modal public service supply system.Provisions have been made on the main body,content,mechanism,fund management,performance and supervision management of government procurement services.At the same time,the participation of social work institutions has changed the traditional "administrative" Community Governance mode.It participates in Community Governance through government purchase of service projects,carefully cultivates a batch of community social organizations,and promotes the development of Community Governance towards a multi subject cooperative governance model.Nowadays,this operating mechanism is relatively complete and mature.At the same time,however,in the specific implementation process of Community Governance service projects,the service effects of some projects are difficult to meet expectations.Therefore,this paper will focus on how to maximize the effectiveness of social work institutions’ participation in Community Governance under the project system,so as to promote Community Governance and service innovation.This paper takes the social work institutions in the Community Governance and service innovation project of Y City in 2020 as the research object,and conducts several case studies and analyses.At the same time,we went to the Community Governance project implementation site for internship and visit,and obtained more authentic research materials through participatory observation and in-depth interviews.Based on relevant data,it is concluded that social work institutions participating in Community Governance under the project system are faced with multiple principal-agent dilemmas,service target substitution dilemmas,professional value exertion dilemmas and collective action dilemmas.Subsequently,based on the principal-agent theory and cooperative governance theory,the reasons were analyzed to include:conflicting goals and asymmetric information between the principal and agent,insufficient and distorted participation of community residents in governance,insufficient capacity of social work institutions and workers,and insufficient and imbalanced roles of multiple governance entities.Finally,this paper proposes the corresponding strategies for social work institutions to participate in Community Governance under the project system.First,improve the purchase service system and build an information sharing platform,so as to reasonably avoid the project principal-agent problem;The second is to improve the awareness and ability of residents to participate in Community Governance,expand the depth of residents’ participation in governance,so as to strengthen the interest relationship between residents and the project;The third is to strengthen the self-management of social work institutions,improve the construction of professional teams,and thereby enhance the overall capacity of social work institutions;The fourth is to establish equal and mutual trust cooperative relationships,promote the participation of different entities in governance projects,and thus achieve multi entity cooperative governance.
