Dilemma And Breakthrough Of Social Work Institutions Participating In Community Linkage Governance

Since the 18 th National Congress of the Communist Party of China,the state has paid more and more attention to building a new pattern of grass-roots social governance with the concept of co construction,CO governance and sharing.In this context,all localities have carried out various innovative practices to govern communities with the linkage of multiple subjects.However,the research shows that community linkage governance generally encounters various difficulties,such as insufficient institutional arrangements,imperfect linkage mechanism,single fund source channel,unclear responsibility boundary of multiple subjects,etc.Panyu District of Guangzhou city has actively responded to the national policy requirements by innovatively carrying out the "five society linkage" model to build a grass-roots social governance pattern of co construction,CO governance and sharing.Among them,Panyu District n social work station has broken through the dilemma of community linkage governance to a certain extent with innovative practice,and achieved remarkable results in community governance.So,how did n social work station in Panyu District break through the dilemma of community linkage governance? What factors affect the participation of social work institutions in community linkage governance? How do these factors work? Can the experience of Panyu District n social work station have universal enlightenment and reference for community linkage governance?This paper makes a case study on the community linkage governance practice of N social work station in Nancun Town,Panyu District,Guangzhou,and discusses the practical experience of social work institutions participating in community linkage governance from the perspective of cooperative governance theory,combined with multi-agent interviews.This paper systematically combs the current situation of social work institutions’ participation in community linkage governance,including policy background,realistic environment,the process and content of social work institutions’ participation in community linkage governance.It is found that social work institutions’ participation in community linkage governance faces difficulties such as insufficient institutional arrangements,insufficient financial support,insufficient capacity of community linkage governance,and unstable cooperation mechanism.In order to break through the dilemma of community linkage governance,n social work station has broken through the dilemma of "linkage" but "immobility" of community linkage governance by planning projects that meet the actual needs of the community to promote community linkage governance,expanding channels through projects to solve the dilemma of insufficient funds,improving the authority of institutions through projects to link multiple subjects,and building a platform for community linkage governance through projects,effectively promoting the participation of multiple subjects in community linkage governance.Therefore,this paper believes that the ways for social work institutions to participate in community linkage governance include setting the entry point for community linkage governance through project creation,cultivating social capital for community linkage governance through publicity,and providing multi-source support for community linkage governance through linking resources.
