Research On The Professionalism Of Social Work Institutions Participating In Community Governance Under The Background Of Public Service Purchase

In the report of the 19 th national congress,it is proposed to strengthen the construction of various professional talents in society and build a high-quality professional talent team,especially to cultivate a social work professional talent team with sufficient quantity,reasonable structure and excellent quality.Since the 19 th national congress,with the support of the government,the number of social work institutions in China has shown a rapid development trend.At the same time,the services provided in the process of participating in community governance have begun to be diversified and complex,and gradually become an important social organization providing community services.At this stage,whether the social workers in social work institutions are a team of high-quality professionals is directly related to the quality of community service and should be widely concerned.The research method used in this paper is participatory observation and case analysis.The main problem is how professional social work institutions in China participate in community governance.Taking two different social work institutions in Beijing as the research object,through the construction of professional evaluation index system,this paper evaluates the professionalism of the two social work institutions in providing community services from six dimensions: professional background,professional values,professional ability,professional autonomy,internal management and residents’ feelings.The evaluation found that the lack of professionalism of social work institutions is mainly reflected in the fact that they can only abide by the most basic professional codes The role of social workers is too volunteer and organizer.Under the background of project purchase,this paper analyzes the reasons for the lack of professionalism of social work institutions by using fevere’s resource dependence theory,summarizes three aspects of the impact of resource dependence on the professionalism of social work institutions,and then puts forward some suggestions to improve the professionalism.Finally,using the strategy analysis method-game theory,it is verified that social work institutions provide professional services and the government strengthens supervision is the best strategy to improve the level of community governance.In the part of professional suggestions,this paper adopts the two-way dependence of fevere’s resource dependence theory,that is,as long as the professionalism of social work institutions is strong enough,the government can form two-way dependence,and then get rid of the negative impact caused by resource dependence.Therefore,the suggestions are mainly from the perspective of the knowledge construction of social work institutions,hoping to help improve the professionalism of social work institutions in community governance.
