Research On The Practical Dilemma Of Social Work Institutions In Urban Community Governance ——Take The "Red Orchard" Project Of L Social Work Organization As An Example

The fifth Plenary Session of the 19th CPC Central Committee made it clear that we should improve the social governance system,build concentric circles of horizontal co-governance,build a vertical chain of command for good governance,strengthen the centricentrial force for promoting the modernization of social governance and the enforcement of institutions,and build a community of social governance in which everyone is responsible,responsible,and enjoys.Innovative community governance also emphasizes the transformation from community management based on government administration of one yuan to community governance based on multiple cooperation and co-governance,which to some extent brings opportunities for social work institutions to participate in urban community governance.By the end of July 2020,shaanxi had 31,229 social organizations registered in accordance with the law,with a steady increase in the number of social organizations and a 30 percent increase in the total number of social organizations in the province compared with the end of the 12 th Five-Year Plan period.These social organizations have played an important role in providing public services,innovating community governance and maintaining social stability.Social work organizations also participate in the social governance of Shaanxi province by virtue of their own expertise and become an important subject and support.Therefore,this study takes THE social work institution of L as the research object,relies on the social work institution "Red Orchard" Party Construction-led community linkage governance service project,and adopts case study method,participatory observation method and interview method under the guidance of collaborative governance theory and field theory.Based on the framework of "the practice process of social work institutions in urban community governance-predicament-causes-countermeasures and suggestions"."Red Orchard" Party construction leads the implementation of community linkage governance service projects,although to a certain extent,it has met the needs of some elderly people in the community,enriched their later life,and mobilized multiple subjects to participate in community governance.However,the author found that social work institutions still face many difficulties in participating in the practice of urban community governance,mainly manifested in: low autonomy of social work institutions,suspension of social work institutions,formalized service process of social work institutions,and superficial service content of social work institutions.The reasons mainly include insufficient government support,poor field space operation,low professionalism of social work institutions,and misplacement of supervision.In order to further enhance the effect in the process of social work organization in urban community governance,the author from increasing government support,build the community cooperative governance mechanism,strengthen the key competitiveness of social work institutions and improve the social work organization supervision mechanism four aspects put forward the countermeasures and Suggestions,hope to the health of China’s social work institutions provide certain reference significance for sustainable development,stability,And provide some reference value for other social work institutions to participate in community governance.
