With the continuous progress of human exploration of the world,resulting in rapid economic development,the market environment is very cruel competition,project management also involved in every corner of social development.In this competitive market environment,a company to survive,the success of the project is very important to the enterprise,sometimes it can be directly related to a company’s "Life".Human beings urge the development of society,the same project success or failure is also determined by people,we can see that human resources is a project success or failure of a very important resource,in the project implementation process,how to allocate human resources and the enthusiasm of project participants to work as well as the work efficiency of project participants directly affect the success or failure of the project.In the general project management time control,the critical path method and the plan review technique only choose the critical path through the logical relations of the different stages of the project management,the influence of time and the limitation of condition can not be fully considered,so it is easy to snatch resources in the process of project management,which will lead to the delay of the project.The key chain management technology introduces the constraint theory,which takes human factors and resource constraints into account,and improves the disadvantages of traditional project schedule management methods to some extent.In the new period,the Communist Party of China has clearly put forward the overall concept of homeland security,which is the guiding ideology of our country’s security management in the new period.The construction of " Safe campus " platform is an important link in the construction of " Safe campus " in colleges and universities.The construction of " Safe campus " platform is to integrate the fire control,traffic control and supervision into one platform,which is beneficial to the management of colleges and universities and greatly improves the safety of colleges and universities.Due to the complexity,diversity and concealment of the platform construction,there are many problems in the process of the platform construction,such as untimely demand response,poor communication between project stakeholders,and fatigue in dealing with various documents,etc.these problems usually lead to the platform in the R & D,online process of serious behind schedule,causing serious dissatisfaction of the demand side,resulting in loss of earnings.On the basis of summarizing the current research situation at home and abroad,this paper compares the traditional project schedule management method with the key chain technology,because the key chain technology takes human factors and resource constraints into consideration,it can overcome the problems caused by the resource conflict in the project,and analyzes that the key chain technology is more suitable for the project schedule management of H university’s " Safe campus " platform,by analyzing the status quo and problems of project schedule management of H university’s " Safe campus " platform,the paper analyzes that the project schedule falls behind the delivery date required by the demander,then through the use of questionnaire survey method to cause the project extension of the problem analysis.On the basis of analyzing the problems of project schedule management,the key chain technology is used to optimize the project schedule management,identify the critical path,then find out the resource conflict on the critical path,optimize it to get the critical chain,then set the buffer to allocate the project resource irrationally,in order to ensure the project to be completed on time,the resource conflicts among the processes are optimized,and the schedule of the project is planned and controlled.
