| As an important strategy for our country,the development and construction of "double first-class" play an extremely important role in the development of China’s higher education.As the main force of China’s higher education,local universities should also focus on the construction of first-class to meet the requirements of national "double first-class" construction.Under the background of "double first-class" construction,all provinces issued relevant policies to build high-level universities,and Guangdong Province put forward the policy of "high-level university construction" under this background.In 2022,the Ministry of Education published the second round of "double first-class" construction universities list,three universities and disciplines have been selected in Guangdong Province,and great construction results have been achieved.The construction of high-level universities in Guangdong Province is a key link for Guangdong Province to become a strong province of higher education,so the policy implementation has certain research significance,and also provides high-level construction experience for local universities.Firstly,according to the obstacles in the high-level construction of local universities,Guangdong government and local universities took some measures as follow: the government set scientific top-level policy;improve the supply of supporting policies;increase input in educational funds;specific measures at the level of local universities include improving social service ability to meet national and regional needs;attach importance to the construction of disciplines,strengthen dominant disciplines,cross-disciplines and subject groups’ construction;improve the mode of cooperation between enterprises,universities and research institutes to promote the transformation of scientific and technological achievements;innovate the governance mechanism,carry out institutional innovation in scientific research management,personnel management and other aspects to stimulate the vitality of the school.The implementation of the above measures has effectively promoted the construction of high-level universities in Guangdong Province,which is illustrated from seven aspects: discipline structure,ESI disciplines,talent training,high-level teacher,scientific research,achievement transformation,international exchange and cooperation.Secondly,based on the public policy implementation theory and Smith model,this paper summarizes the interview records and analyzes the influencing factors of promoting the construction of high-level universities in Guangdong Province from the aspects of policy itself,implementation subjects,target groups and environmental factors.The study shows that: the policy scheme of high-level university construction in Guangdong Province is reasonable,which effectively solves the problem of large but not strong higher education in Guangdong Province,and the classification construction and phased construction ensure the enforceability of the policy;Policies are coordinated,the responsibilities of the main body of implementation are clearly,and the supporting policies are coordinated.The organization of the executive body is reasonably,and these attach great importance to construction and have first-class professional competence,which ensures the execution of the policy.Moreover,the executing agencies chose appropriate methods to ensure the vitality of running schools by further decentralizing the autonomy in running university,and introduced third party evaluation to realize the control and supervision of its construction effectiveness.Target groups actively cooperate with the implementation of policies based on the needs of driving forces of the development of universities and the policy objectives in accordance with individual interests and collective interests.In the policy implementation environment,the political environment and economic environment provide the system and material guarantee for the construction and implementation of high-level universities in Guangdong Province.Finally,there are still some problems in the construction of high-level universities in Guangdong province,such as single source of construction funds,deficiency in first-class construction of humanities and social sciences,and discipline construction and evaluation have deviation.Analyses the reasons and recommend appropriate solutions. |
