| In the face of a century of changes and the severe situation of the century’s epidemic,high-level talents are the core of achieving national rejuvenation and winning the initiative in international competition.In recent years,Yangzhou City has attached great importance to talent work,comprehensively and deeply implemented the talent strategy,continuously optimized the policy implementation environment,used policies to attract,retain,cultivate talents,and continuously increased the investment in talent funds,laying a solid talent foundation for promoting high-quality economic and social development in Yangzhou City.Various talent work in Yangzhou City has been steadily advancing,but due to various factors,there are still shortcomings and weaknesses in the implementation of high-level talent policies.Using questionnaire survey,literature research,and comparative research methods,and relying on the Smith policy implementation model,this paper analyzes the current situation of high-level talent policy implementation in Yangzhou City from the perspective of five aspects of high-level talent policy in model theory,including the main content,implementation agencies,implementation processes,and work systems,as well as the implementation effect of talent policy.It is found that high-level talent policy in Yangzhou City has achieved talent aggregation,Despite the effectiveness of improving policies and optimizing the environment,there are still problems such as insufficient policy competitiveness,insufficient executive power of some policy implementing agencies,lack of participation enthusiasm of target groups,and obstacles to the construction of the implementation environment.These are mainly caused by limitations in urban development strategies,inadequate policy mechanisms,insufficient high-level platform carriers,and the specificity of target groups.In order to further optimize the implementation of high-level talent policies in Yangzhou City,the paper proposes to study talent policies with Yangzhou characteristics and form differentiated competition with surrounding cities;Innovate talent introduction models and improve policy flexibility;Optimize the talent cultivation and introduction mechanism,and gather industry leading talents.Secondly,it is necessary to establish a scientific evaluation mechanism,improve the professionalism of executive personnel,and expand policy influence.By giving play to the role of geographical affinity,improving the matching accuracy of the target group,and guiding the target group to "flexible employment",the enthusiasm of the target group to participate is enhanced.Finally,it proposes financial investment to enhance the comprehensive strength of the city,accelerate the construction of a youth development oriented city,and reasonably enhance talent work. |
