At present,China is actively promoting the strategy of innovation-driven development.As a major group of innovation,college teachers are actively promoting innovation-driven development.However,research and development projects carried out by universities and research institutions have long been subject to research,due to lack of market penetration.Understanding and professional team development led to the disconnection between university research and the market,and the results of research and development were shelved.In November 2016,the General Office of the CCCPC and the General Office of the State Council issued the“Several Opinions on Implementing the Policy of Adding Knowledge-Oriented Distribution",clearly stipulating that researchers and teachers are allowed to use appropriate part-time and part-time wages according to law,and promote scientific research and innovation.Adapt to market demand.By combing relevant literatures,establishing the Smith policy implementation model as the theoretical support,combining policy texts,implementing agencies,target groups and social environment,the author analyzes the factors affecting the implementation of part-time and part-time policies for college teachers.Secondly,using the survey method combined with interviews and questionnaires,the questionnaires are issued to the national college teachers,and the Smith policy implementation model is used as the theoretical support.Based on the perspective of college teachers,the status quo of the implementation of the part-time and part-time policy of college teachers is deeply investigated and analyzed.It is found that the current outstanding problems in the implementation of college teachers' part-tirme and part-time policies in universities are not perfect;the implementation policies of colleges and universities are weak;the effect of university teachers'implementation policies is not significant;the policy environment is complex.Finally,research bases on in-depth analysis of the results,the author based on the Smith policy implementation model,from the four dimensions of the state,universities,college teachers and social environment proposed some solutions.At the national level,we will strengthen the clarity of policies,accelerate the top-level design,and improve the scientific and democratic nature of policies;at the university level,we should clearly define the rights and responsibilities of the executive parties;positively oppose the policies;improve the executive capacity of policy executives;Establish the implementation rules for part-time and part-time salary of college teachers;at the level of college teachers,improve the awareness of policies,self-relieving work pressure,actively promote the establishment of relevant rules and regulations in colleges and universities,and improve their professional ethics;on the social environment level,strengthen policies Propaganda,create a good social public opinion environment,smooth the information of the job market,and strengthen the supervision of the effective implementation of the part-time and part-time policy of college teachers.
