| As the future of the country,when children are in difficulties in survival,development and safety for their own or family reasons,and their families are insufficient or unable to provide effective shelter,it is necessary for society to build an effective care and assistance system.Social work intervention to create a child-friendly community is an important component of the care and assistance system,which can create a healthy environment for children to grow up and form a good atmosphere of respecting and protecting children in the community.Based on this background,this paper attempts to use the CIPP evaluation model as an analytical tool to analyze the child-friendly community building project in Community H.It explores the problems of social work intervention in building a child-friendly community,discusses the causes of the problems,and then proposes targeted suggestions for improvement.Based on this idea,this paper uses the structured interview method and participant observation method to collect and analyze data from the perspective of a third-party evaluator of social service projects,and examines the community environment in which the project is located,the staffing of project social workers,the input of resources,the implementation process,and the service outcomes.It was found that the project had problems of service environment not meeting the needs of the clients,insufficient number of professionals and low professionalism,limited resource raising capacity limiting service effectiveness,service concept focusing on quantity of indicators,less community building work,and low participation of the clients.After in-depth analysis,it was found that the problems were caused by unreasonable funding allocation structure of social work stations,failure to grasp the fit between the supply and demand sides of resources,failure to link resources based on the fit between supply and demand sides,failure to guarantee service effectiveness to accomplish the targets,unsound social work talent management system,and failure to balance the proportional relationship between children’s services and community services.To address the shortcomings of child-friendly community programs,future efforts are still needed in terms of social workers’ rational allocation of funds for purchasing services to improve the basic configuration of social work agencies,adhering to the principles of win-win and individualization to improve the linkage rate of resources,and advocating innovative incentive methods to stabilize social work talents.This paper hopes that the research can uncover the problems and deep-seated reasons affecting the construction of child-friendly communities,and extend the research ideas to other community studies on social work interventions in child-friendly communities,so as to break through the bottlenecks encountered by social work in the intervention process and help create a good child-friendly atmosphere and a new culture of caring for children’s healthy growth in the community. |
