Employment is "the foundation of people’s livelihood",related to a country’s economic development and social harmony and stability.The 19 th CPC National Congress put forward new and higher requirements for employment: "We must adhere to the strategy of giving priority to employment and a proactive employment policy to achieve higher quality and fuller employment." General Secretary Xi Jinping pointed out at the meeting on coordinating COVID-19 prevention and control and economic and social development that "flexible employment through multiple channels" should be supported in the "measures to comprehensively strengthen stable employment".Premier Li Keqiang has repeatedly made specific requirements for flexible employment,and the Government work report of The State Council has put forward specific measures to support flexible employment.With the development of Internet + technology,especially the wide application of mobile Internet technology and new information technologies such as blockchain and big data,the Internet and employment service field accelerate the cross-border integration,change the traditional service mode,generate new employment forms,and promote the emergence of a variety of new flexible employment modes.Big data technology and thinking provide more opportunities for employment services,but the real integration of big data and employment services is still a long way to go.With the continuous deepening of the political system reform and the wide application of information technology,many problems have been exposed in the development of the human resource market in H city,especially in the tracking service of flexible employment.How to regulate the development of new forms of employment,protect the legitimate rights and interests of flexible new forms of employment,and optimize the way of providing public employment services have become issues that the government attaches great importance to and pays close attention to.In this paper,public management theories such as public product theory,new public service theory and service-oriented government theory are used to optimize public employment services for flexible employment personnel in H city through literature research method,questionnaire survey method,interview method and comparative analysis method.First,the paper reviews the development process and main achievements of public employment service for flexible employment personnel in H City.Then,the author makes an in-depth analysis of the problems and causes of flexible employment in the public employment service by using the interview survey and relevant statistical data.Next,the benchmarking application of the outstanding domestic and foreign advanced experience of big data,from the establishment of open and shared big data concept,strengthen the awareness of public service,strengthen the top-level design and system and mechanism innovation,improve the construction of laws and regulations,strengthen the construction of information infrastructure,build a comprehensive big data employment service system,In terms of establishing a high-quality team of big data talents and accelerating the research and development of core technology of big data,the paper proposes the precise service development strategy for flexible employment personnel in H city under the background of big data,providing meaningful reference for government decision-making and supervision.
